Description
Statement of Capability (SOC) Submittal 1. Space and Missile Systems Center/MILSATCOM Logistics and Operations Support Division (SMC/MCL), located at Peterson AFB, Colorado is contemplating award of a contract to manufacture, ship, and install at a CONUS location three (3) Antenna Support Towers (AST) and three (3) High Electromagnetic Pulse (HEMP) Shielded Enclosures (HSE) shelter IAW the government provided TDP; drawings. The AST and HSE provide the infrastructure and platform to support the Family of Beyond Line-of-sight Terminals (FAB-T) equipment and antennas. This system provides Electromagnetic Pulse (EMP) protection to its internal satellite communication equipment in the event of a High altitude nuclear explosion, and provide critical communications within the military and other government agencies. The Government is seeking Statements of Capabilities (SOCs) in the form of white paper (5 page limit) to ascertain a contractor's capability to meet our expedited production, delivery, and installation schedule. A draft Performance Work Statement (PWS) and TDPs are available to US Contractors only upon request to the POCs above. 2. The Contractor shall provide all qualified labor and supervision, tools, materials (including manuals and schematics), parts, equipment and transportation necessary to provide technical and engineering support services for the ASTs and HSEs production and installation. This support also includes: - Providing all personnel, materials, travel and subsistence, and test equipment necessary to perform tasks related to procurement and installation of thee (3) ASTs and (3) HSEs; - Installing all AST and HSE equipment and components at CONUS location; - Performing System Operational checkout procedures in accordance with (IAW) applicable Technical Orders (under development and not available at this time) 3. A draft PWS and the technical data package/engineering drawings are available upon request. To receive the documents, the contractor must submit the attached "Non-Disclosure Agreement" signed. Contractors must include the below information, at a minimum, as part of their SOC submission. Evidence and assurance of the ability to do the following: - Fabricate three (3) Antenna Support Towers (AST) IAW the government provided technical design package (TDP); drawings* - Fabricate three (3) High Electromagnetic Pulse (HEMP) Shielded Enclosures (HSE) shelter IAW the government provided TDP; drawings* - Install three (3) fully functioning ASTs at a CONUS location NLT 15 December 2019** IAW the government provided TDP on an approved government built foundations, deviations not accepted - Install two (2) fully functioning HSE shelters at a CONUS location NLT 15 December 2019** and one (1) HSE shelter at a CONUS location NLT 30 Jan 2020** IAW the government provided TDP on an approved government built foundations, deviations not accepted - Provide attached HEMP filters and other listed filters installed prior to shipping - Ability to produce fabrication drawings for both AST and HSE Shelter - Ability to manufacture all steel parts and components for three (3) ASTs; hot dip galvanize, and paint with Tan PSX-700 paint and met Government required timeline to install *Please note, all AST and HSE shelter fabrication and installation SHALL be performed IAW the government TDP drawings without any deviation or substitution. Any deviation from the TDP drawings and required components list is not authorized and will render the approved design unacceptable that will require re-test and certification. The government shall quality inspect all AST and HSE Shelters for parts and component compliance prior to shipment. The delivery and installation dates are not changeable at this time.
