Description
This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Background: The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people's health and save lives. Launched in April 2018, the NIH HEAL (Helping to End Addiction Long-term) Initiative is a trans-NIH effort to advance national priorities in addressing the opioid crisis through science. As part of the initiative, NIH developed a plan to bolster research to enhance pain management strategies and improve treatments for opioid misuse and addiction. With HEAL support, the National Center for Advancing Translational Sciences (NCATS) is providing a suite of translational science resources and expertise to investigators working on opioid and pain research. NCATS strives to be at the leading edge of technology in order to advance translational science. NCTAS applies high-throughput screening and discovery to the development of small molecule chemical probes, for use in the study of protein and cell functions, and biological processes relevant to physiology and disease. Antibodies are now a well-established therapeutic modality but in contrast to small molecules have not been explored within NCATS to-date. For HEAL, antibodies may represent a key therapeutic alternative in cases where a small molecule may not be possible to develop or where certain superior pharmacokinetic properties of antibodies (such as a lot longer plasma half-life compared to small molecule) make them the more appropriate therapeutic modality. Obtaining the needed equipment will enable NCATS to begin the process of discovery and development of antibodies as a key therapeutic class. This request will enable NCATS increase the capability and applications to generate the more robust, high sensitivity and quantitative data to better serve the HEAL Initiative. NCATS DPI section is requesting to purchase an Agilent 2100 Bioanalyzer Instrument or brand equal for use in the DPI biology laboratory, located at 9800 Medical Center Drive. The current protocol for antibody discovery by phage display involves multiple DNA cloning and protein purification steps. These procedures require multiple steps such as electrophoretic separation, staining, de-staining, detection and quantification. These steps are time consuming and error prone and importantly, require different reagents, protocols and equipment according to the type of molecule being analyzed (nucleic acid vs. protein). The 2100 Bioanalyzer Instrument allows for fast and automated electrophoresis and quantification of DNA, RNA and protein. NCATS strives to be at the leading edge of technology in order to advance translational science. Acquisition of the 2100 Bioanalyzer system or brand equal will allow DPI to efficiently perform antibody screening as well as feel the needs for any molecular biology related projects. Purpose and Objectives: The purchase of an Agilent 2100 Bioanalyzer Instrument or brand equal is being requested by the DPI biology group in order to provide a fast and accurate method for quality control of DNA, RNA and protein required to support antibody discovery and characterization. The instrument provides fast and automated electrophoresis analysis of nucleic acids and proteins, the ability to manage and analyze digital data providing objective information about concentration, size, integrity, and purity. The system reduces overall time, space and volume requirements, and allows integration of many workflow steps, such as separation, staining, de-staining, and detection. Project requirements: Agilent 2100 Bioanalyzer Instrument or brand equal for automated electrophoresis of DNA, RNA and protein. The purchase includes a 2100 Expert SW laptop bundle and 2100 Bioanalyzer System RoHS Compliant.
