Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources-sought must be in writing. The purpose of this sources-sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone, Small Businesses and Large Businesses interested and capable of providing the supplies described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) IF GSA Schedule Contract holder, applicable contract number (i) Type of business, e.g. Service Disabled Veteran Owned small Business, Veteran Owned Small Business, 8(a), HUBZone, Women Owned Small Business, Small Disadvantaged Business, Small Business, HUBZone Business, or Large Business (j) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. The Network Contract Office (NCO) 22 - Gilbert is seeking a potential qualified contractor to provide Intelliguide CO2 laser systems for the Southern Arizona VA Health Care System (SAVAHCS). The following items are anticipated to be Brand Name only. GSA contract holders please indicate which items can be provided on contract and which items will be provided open market. CO2 Laser Services Southern Arizona VA Health Care System (SAVAHCS) has a need for a contractor to provide CO2 laser services. The contractor will provide the following equipment as needed on a per case basis, dependent upon the anatomy of each patient. The Lumenis CO2  laser family of products are designed to provide very controlled tissue interaction and allow surgeons to address a broad range of clinical challenges during the procedure. The contractor will be responsible for providing any necessary instrumentation/laser fibers to accompany each laser system, and must provide service support to support SAVACHS surgeons and staff members. Intelliguide CO2 Laser System The  Intelliguide laser system is a precision CO2 laser system. The Intelliguide combines with OmniGuide Enhanced Safety Fibers and specialty-specific handpiece instrumentation. It offers multiple modes of operation including continuous wave, single pulse, and repeat pulse in both non-superpulse and superpulse modes. Touch screen control simplifies laser operation, enabling programmable laser settings and single button actuation. The system maintains a controlled flow of helium through the hollow core laser fiber, keeping the core cool and ensuring the surgical field is kept clear of blood, smoke and other fluids. The Intelliguide automates and simplifies key laser operations, promoting efficiency and safety. AcuPulse  DUO Laser System AcuPulse DUO CO2  laser, provides a unique combination of CO2  laser fiber and free beam energy delivery in a single device. It has the ability to utilize the two valuable modalities on the same Laser console there is no need to compromise. Maximal versatility is provided to choose the exact parameters and seamlessly alternate between the delivery modes to gain the desired laser-tissue interaction. The precision of the Digital AcuBlade alongside the flexibility of the fiber allows the clinician to address surgical challenges and to treat valuable anatomy with extra delicacy, resulting in virtually char free margins and minimal thermal necrosis. Dependable and flexible CO2  Laser fiber enabling easy access to difficult to reach areas by providing the clinician with more delicate treatment options. This handheld Fiber, includes a valuable aiming beam, is easily adopted in the surgical sphere and demonstrates a short learning curve. The Free Beam CO2  Laser is delivered via designated surgical tools such as the Digital AcuBlade Micromanipulator with SurgiTouch scanner. Those deliver laser energy inside a user defined geometric shape. The rapid motion of the scanner takes the energy delivery and the entire operation to its highest precision level. AP Duo Unique Features Seamless alternation between the CO2  laser FreeBeam and Fiber delivery modes. Advanced electronically controlled air management system. Embedded procedure and assembly videos in the user interface 99 memories can be integrated and saved on the system for varies users Three power and time exposure modes that enables customized energy delivery for optimal tissue management: CW - Steady, continuous beam of energy. Optimal for when coagulation is desirable. PULSER - Constant frequency with variable pulse length yields the desired average power SUPER PULSE - Continuous series of short duration, high peak power pulses. Optimal for char free outcome UltraPulse DUO Laser System The UltraPulse DUO system is designed to deliver CO2  laser energy via an articulated arm or through a Lumenis CO2  laser fiber. With UltraPulse DUO the surgeon can have the precision they desire as well as access to hard-to-reach anatomies. UltraPulse DUO is an advanced computer-controlled, user-friendly CO2  pulsed laser platform.  It is based on a patented sealed-off CO2  laser tube providing up to 60 Watts of power. It can generate a continuous series of short-period, high-peak-power pulses. During the high peak power, the laser energy is delivered very rapidly resulting in vaporization of the targeted tissue without the creation of collateral injury. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Businesses. However, if response by Service Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 339112 (1000 Employees). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at www.vip.vetbiz.gov. All interested Offerors should submit information by e-mail to brandan.palma@va.gov. All information submissions shall be received no later than 2:00 pm (MST-Arizona) on May 14, 2019. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation may be published.
