Description
The National Conservation Training Center (NCTC) is an active training facility for the U.S. Fish and Wildlife Service. The NCTC site is a campus setting with multiple buildings, which include lodges, offices, training rooms, a large auditorium, a laboratory, dining facilities, gymnasium, operations support, etc. PROJECT SCOPE: This is a Design-Build project consisting of all design, labor, equipment and materials necessary to construct a new, fully functioning Wage Grade (WG) Shop. The target building shall be a 156 ™ x 40 ™ pre-engineered metal building with a 16 ™ eave height and interior spaces as indicated on the schematic drawings in accordance with the contract documents. Work shall include providing a geotechnical site investigation and site survey as required to provide the necessary information for the metal building manufacturer to design the building foundation as well as compliance with federal and state sediment and erosion control and stormwater management requirements and permitting. Work shall include providing new domestic water and sanitary connections to the building from nearby campus service lines. Work shall include providing heat to the building by way of hot water radiant floor heating and a propane fired boiler. Work shall include providing electrical and communication services with tie-ins from the Electrical and Comm closests of the nearby Support Services building. Work shall include providing fire protection services to the building per required code, to include an exterior fire hydrant. Fire protection system shall be linked with the existing, campus wide, Siemen ™s alarm system. Work shall include indicated site work, i.e. expanding the existing yard, installation of bin storage (bid option 2), 3-sided pole barn (bid option 3), and water filling station as awarded, and as indicated in the schematic drawings. Additional specifications will be provided in the statement of work. Information on a site visit and instructions to obtain access to the site will be provided in the solicitation. PROPOSAL PERIOD: The request for proposal is scheduled for release on or about 31 May 2019. The proposals will be due on or about 1 July 2019. The anticipated award date is on or around 29 August 2019. PROPOSAL PROCEDURES: The acquisition will be issued as a Small Business Set-Aside, Request for Proposal (RFP) through FedBizOpps. The Lowest Price Technically Acceptable contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government may include options in the solicitation. The magnitude of the project is between $1,000,000 and $1,500,000. A Performance Bond and a Payment Bond will be required. This acquisition will result in a single fixed price construction contract. Award shall be made to the responsible offeror whose proposal, conforming to the solicitation, will be most advantageous to the Government, considering the evaluation factors included in the solicitation. This is an electronically issued acquisition. The Government will issue the RFP via FedBizOpps. Faxed proposals will not be accepted. All responsible sources may submit a proposal that will be considered by this agency.
