Description
This action will award a firm fixed price purchase order to Davis Systems, 3163 E. Chestnut Ave, Crestview, FL, 32539 CAGE Code 438S7 to develop and program critical life-support testing software for the Hydrospace Laboratory located at the NSWC PCD. The Hydrospace Laboratory conducts hyperbaric testing of Diving and Life Support equipment. This service will continue the advancement of the software packages used in testing unmanned underwater breathing systems, underground emergency escape equipment, life-support systems for Navy aircraft, etc. An advanced understanding of Diving and Life Support systems and the research and development of newer systems is critical for software development. This contract effort will procure software development services. This acquisition will be conducted using simplified acquisition procedures with a total estimated value of $50,800. The Government's minimum needs have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. The contract action will be funded with FY19 Hydrospace Laboratory Overhead funds (NWA: 300000038783-0010). Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor's unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). The HYDROSPACE LABORATORY has been working with Davis Systems for over a year. The work performed requires knowledge of not only Software Development via LabVIEW, but a deep understanding of unmanned Diving & Life Support systems. The time and training required to bring a new service provider up to the level required would be prohibitive, costing a minimum of 120-160 hours (~$12,000-$16,000) just for another contractor to get to a minimal understanding and comfort with the Hydrospace Life-Support Systems (estimate based on previous experiences). Therefore, the value added makes Davis Systems the only supplier that can deliver the tasking required on time and on budget. The HYDROSPACE performed an extensive market survey of possible suppliers for the required services needed by the HYDROSPACE. Based upon the market survey performed and the HYDROSPACE LABORATORY'S restricted time schedule to expend a CIP award of $441K, only Davis Systems can provide the HYDROSPACE with the services listed in paragraph 3 of this document in the tolerance and timeframe required. Therefore, it is imperative that these services be acquired through Davis Systems. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b). A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. No additional market research was conducted because it is not practicable, for the reasons discussed above, for any company other than Davis Systems to provide the required gas standards.
