This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This combined synopsis/solicitation is set-aside exclusively for Small-Business concerns. This solicitation is a request for quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-01 effective January 22, 2019. The associated North American Industrial Classification System (NAICS) code for this procurement is 519120, with a small business size standard of $15 million. The Library Network Office (LNO), the program office that supports the Department of Veterans Affairs (VA) Library Network (VALNET) of library professionals and staff, seeks to procure an off the shelf secure web-based multi-tenant integrated library system for VALNET libraries, that provides all the applications needed to manage a library, including cataloging, circulation, serials control, customized reports, and an online public access catalog. The contractor shall provide a network price for an integrated library system and the migration of data for approximately 116 libraries physical collections - not the typical by seat, collection size or site-by-site pricing. The contractor shall provide all-inclusive pricing for the migration of data, annual subscription to all modules, a union catalog, training and customer support for all levels of operations. The contractor shall distribute the anticipated cost of migration over the contract. The period of performance (PoP) shall be one (1) year, with four (4) twelve (12) month option periods. PLACE OF PERFORMANCE Contractor Facilities. A. BASIS FOR AWARD. Award will be made to the lowest priced, technically acceptable quote. To receive consideration for award, a rating of Acceptable must be achieved for the Technical Factor B. All quotes shall be subject to evaluation by a team of Government personnel.   The Government intends to award without discussions based upon the initial evaluation of quotes. All offerors are advised that, in the interest of efficiency, the Government reserves the right to conduct the evaluation in the most effective manner.   Specifically, the Government may first evaluate the total proposed price of all offerors.   Thereafter, the Government will evaluate the technical quote of the lowest priced offeror only.   If the lowest priced offeror s technical quote is determined to be rated as Acceptable, the Government may make award to that offeror without further evaluation of the remaining offerors technical quotes.   If the lowest priced offeror s technical quote is determined to be rated as Unacceptable, then the Government may evaluate the next lowest priced technical quote, and so forth and so on, until the Government reaches the lowest priced technical quote that is determined to be rated as Acceptable.   However, the Government reserves the right to evaluate all offerors technical quotes should it desire to conduct discussions, or otherwise determine it to be in the Government s best interest. The quote will be evaluated strictly in accordance with its written content.   Offerors who fail to meet the minimum requirements of the solicitation will be rated Unacceptable. The Government reserves the right to award without discussions based upon the initial evaluation of quotes. 1. TECHNICAL EVALUATION APPROACH. The evaluation process will consider whether the package demonstrates a clear understanding of the technical features and involved in meeting the solicitation requirements and whether the Offeror s methods have adequately and completely considered, defined and satisfied the requirements in the Solicitation and Statement of Work. Offers are hereby advised that any Offeror-imposed terms and conditions which deviate from the Government s material terms and conditions established by the Solicitation, may render the offeror s quote Unacceptable, and thus ineligible for award. 2. PRICE EVALUATION APPROACH. The Government will evaluate offers by adding the total of all line item prices. The Total Evaluated Price will be that sum. In addition, FAR 52.217-9, Option to Extend the Term of the Contract applies to this solicitation. As such, evaluation of options will be included in the total evaluated price. Evaluation of options will not however obligate the Government to exercise the option(s). D. QUOTE SUBMISSION The Offeror s quote shall be submitted electronically by the Wednesday May 22nd, 2019 at 12:00 PM EST via email to Clayton.Smith2@va.gov and Anthony.Wilson3@va.gov. The Offeror s quote shall consist of two (2) volumes. The Volumes are I -Technical and II Price. The use of hyperlinks in quotes is prohibited. QUOTE FILES. Offeror s responses shall be submitted in accordance with the following instructions: a. Format. The submission shall be clearly indexed and logically assembled. Each volume shall be clearly identified and shall begin at the top of a page. All pages of each volume shall be appropriately numbered and identified by the complete company name, date and solicitation number in the header and/or footer. Quote page limitations are applicable to this procurement. The Table below indicates the maximum page count (when applicable) for each volume of the Offeror s quote. All files will be submitted as either a Microsoft Excel (.XLS) file or an Acrobat (PDF) file or compatible as indicated in the table. Page size shall be no greater than 8 1/2" x 11". The top, bottom, left and right margins shall be a minimum of one inch each. Font size shall be no smaller than 12-point. Arial or Times New Roman fonts are required. Characters shall be set at no less than normal spacing and 100% scale. Tables and illustrations may use a reduced font size not less than 8-point and may be landscape. Line spacing shall be set at no less than single space. Each paragraph shall be separated by at least one blank line. Page numbers, company logos, and headers and footers may be within the page margins ONLY, and are not bound by the 12-point font requirement. Footnotes to text shall not be used. If the Offeror submits annexes, documentation, attachments or the like, not specifically required by this solicitation, such will count against the Offeror s page limitations unless otherwise indicated in the specific Volume instructions below. Pages in violation of these instructions, either by exceeding the margin, font or spacing restrictions or by exceeding the total page limit for a particular volume, will not be evaluated. Pages not evaluated due to violation of the margin, font or spacing restrictions will not count against the page limitations. The page count will be determined by counting the pages in the order they come up in the print layout view. b. File Packaging. All of the quote files may be compressed (zipped) into one file entitled quote.zip using WinZip version 6.2 or later version or the quote files may be submitted individually. c. Content Requirements. All information shall be confined to the appropriate file. The Offeror shall confine submissions to essential matters, sufficient to define the quote and provide an adequate basis for evaluation. Offerors are responsible for including sufficient details, in a concise manner, to permit a complete and accurate evaluation of each quote. Submittals shall clearly and completely address the appropriate technical areas of consideration described below in a format that follows the Statement of Work (SOW) tasks and/or deliverables. Responses to these items will form the basis for the technical merits of each quote. Information presented in the technical volume should clearly demonstrate that the Offeror is fully capable and prepared to perform the tasks described in the SOW as well as demonstrate the Offeror s understanding of the requirements and associated problems. A technical quote will be considered unacceptable if inadequate or insufficient information is submitted, and as a result may be excluded from further consideration. The Offeror shall provide a complete description of the technical approach that satisfies the requirements specified in the Statement of Work (SOW). a. Technical Capability: 1) The Offeror s Offer/Quotation shall outline they are able to provide ILS VALNET services and ability to meet all requirements, required system features, and required services outlined in the Statement of Work (SOW). (ii) VOLUME II PRICE FACTOR The Offeror shall complete the Price Schedule of Supplies/Services of the solicitation to include a pricing sheet in accordance with the instructions given.
