Description
This notice does NOT constitute a request for proposal, request for quote, or an invitation for bid. The intent of this notice is a pre-solicitation synopsis and notification of the first Site Visit (18 and 19 Jun 2019) to potential offerors for Kings Bay Dry Dock Recapitalization, Naval Submarine Base (SUBASE), Kings Bay, Georgia. Please note all site visits are MANDATORY. First site visit (one of two planned) will be held on 18 and 19 Jun 2019 at the Base Theater (Building 1031, 1229 USS Daniel Boone Ave), SUBASE Kings Bay, GA. Registration is from 0800 to 0900. Project presentation will start at 0900 on 18 Jun 2019. This presentation will be an update from Industry Day, 26 Mar 2019, and overview of the project. On 19 Jun 2019, there will be a site walk of the Dry Dock. Individuals will meet at 0730 (AM) Eastern Time at the Base Theater (cameras and cell phones with cameras are not allowed on the site walk). The Government will provide photos for reference after the site visit on NECO. Participants at the site walk on 19 Jun 2019 will need to provide their own personal protection gear, protective requirements are hardhat, safety vest, safety glasses and steel toed shoes. SECNAV 5512 form is required for access to the SUBASE and the Dry Dock. In addition, firms must submit on company letterhead information required in the TRF Visit Request Instructions. This letterhead request is limited to the Dry Dock site walk thru on 19 Jun 2019, which will be limited to two (2) individuals per firm. Both documents MUST be completed accurately and returned to Ms. Barbara Czinder at Barbara.Czinder@navy.mil by Wednesday, 22 May 2019, 2:00 PM Eastern Time. LATE requests WILL NOT be processed. There will be no substitutions or processing of late requests. In addition, due to processing time for the badge requests to attend the site visit, the Government will not process waiver/appeals, if a badge request for an individual is denied for access to either the SUBASE or Dry Dock. Attached are the restrictions that prevent individuals from obtaining access to the SUBASE and Dry Dock areas (Note: They are different and the individual must meet both requirements). This is a single phase design-bid-build procurement. Source selection procedures will be utilized for this procurement and will consist of two proposal submissions and two required site visits. The first proposal submission will address the following non-cost/price factors: Technical Approach, Experience, Past Performance, and Safety. The second proposal submission will include Price and the following non-cost/price factors: Technical Solution and Small Business. The work to be performed will consist of the Kings Bay Dry Dock recapitalization at SUBASE Kings Bay, GA. The general scope includes repairs to the dry dock concrete body, cover, and various mechanical and electrical systems support operations. The Dry Dock is a covered reinforced concrete graving dock that is 700 feet long by 100 feet wide by 67 feet deep (from coping deck). The cover is 825 feet long, by 270 feet wide, by 120 feet tall (above coping deck); and is composed of metal roof and siding, supported by a coated steel frame truss system. The project is broken into three performance phases due to operational requirements and include the scope requirements summarized below: Phase A: Activities include establishment of a free zone or lower security zone at the Dry Dock to support contractor access and laydown, procurement of long lead items and materials, overhaul of steel caisson door, mobilization and staging to support Phase B actions. Estimated allowable performance duration of Phase A after contract award is 12 months. A vessel will be in dock during this phase; therefore, direct access to the Dry Dock will be limited. Phase B: During this phase, work will be comprised of those activities that can only be accomplished without a vessel in dock. Work will include (but is not limited to): replacement of cover skin and coating preservation of cover superstructure; repairs and overhaul of crane rails; concrete repairs to dry dock body, flooding and discharge conduits, galley walls, sluice gate vaults; replacement of ship guide rails; overhaul of two bridge cranes; discharge pump piping; super flood piping; various sluice gates replacements; replacement of pumping control system; replacement of utility connections in gallery; support building heating, ventilation, and air conditioning (HVAC) system replacement; capstans replacement; auxiliary seawater system replacement with inclusion of disinfection system; chilled water piping replacement; branch circuit and equipment replacement; high bay (under the cover) lighting replacement; replacement of submarine utility stations; 15kV critical and industrial power switchgear replacement; upgrade substation; replacement of 480V motor control centers; and overhaul with new fire protection services including standpipes, paging system, new sprinkler system, and fire alarm system. Allowable duration of performance for Phase B is 360 calendar days with fixed start and end dates. Phase B will not commence until free zone in Phase A is complete and a vessel is no longer in dock. Phase C: Activities during this phase will include: miscellaneous building repairs; concrete repairs to the utility and auxiliary tunnels; concrete repairs inside pump station; repairs to roof drainage system; roof replacement of various support buildings; floor drainage pump replacements; replacement of various original equipment in the Utility service building; and replacement of various systems (mechanical, electrical, fire) in seven support buildings. Duration for performance of Phase C will be 365 calendar days with fixed start and end dates. Phase C activities will only be performed after completion of Phase B. The total performance period for completion of this contract is 1,090 calendar days after award. The NAICS Code for this procurement is 237990 and the annual size standard is $36.5M.
