- Synopsis: Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. Network Contracting Office (NCO) 2 of the Department of Veterans Affairs is currently conducting a market survey for qualified firms capable of providing Rebuild (2) two Westinghouse 150VCPW-500 and (1) 15KV vacuum Breakers at the Lyons VA Medical Center, 151 Knollcroft Road Lyons, N.J. 07939 The contractor shall be responsible for all supervision, tools, equipment, travel, labor and materials necessary. The North American Industry Classification Systems (NAICS) is 238210. Responses to this notice must be submitting in writing (email) and must be received no later than May 17, 2019 at 10:00AM. Interested parties MUST provide company/individual name, a capability statement, examples of same or similar work performed at other facilities, DUNS number and address, point of contact and social-economic category. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business), relative to NAICS 238210. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Statement of Work VA New Jersey Healthcare System 151 Knollcroft Road Lyons, New Jersey 07939 GENERAL INFORMATION Title: Rebuild (2) two Westinghouse 150VCPW-500 and (1) 15KV vacuum Breakers at the Lyons VA Medical Center, 151 Knollcroft Road Lyons, N.J. 07939 1a. For purchase only, (1) Westinghouse ICCB reconditioned and tested SPB100-2000A insulated Case Circuit Breaker with Motor Operator and 2-year warranty. 2. Scope of Work: The contractor shall provide all resources, materials and Labor necessary to accomplish the services as described in the statement of work (SOW) except as may otherwise be specified by the Contracting Officer. REBUILD SERVICES TO BE PROVIDED UNDER THIS SCOPE OF WORK. a. Coordinate with COR (Contracting Officers Representative), who is the electrical shop supervisor and has been properly trained and is able to produce the required COR training certificate. b. All equipment will be tested using state of the art techniques and in accordance with NFPA 70B and NETA Chapter 21 under Testing and Test Methods, which will include Medium and High Voltage Breakers. The breakers will be retrofitted and electrically tested prior to being delivered to the V.A. c. Vendor will rebuild/repaired (2) Westinghouse 150VCPW-500, 15KV Vacuum Breakers, (S/N 94100965 and S/N 94100982), which will fit into an existing housings spare breaker compartment, which shall be a direct swap, using no additional controls, conduit, supporting equipment and pads. The two Breakers are located at the sub-station at the Lyons Campus on Knollcroft Road. d. Contractor to supply three ( 3 ) bottles per breaker, which is included with the rebuilding work and complete pole assembly replacement, Circuit breakers will be retrofitted and electrically tested before being delivered to customer work site. Testing will also include the following components: Compartment code parts, interphase barrier, secondary disconnects, levering release latch, levering socket, levering device clutch, levering device nut drive and drive screw, floor tripper and trip rail, floor tripper and spring release rail, MOC switch plungers, key interlock, ground contact bus, shutter operator and interphase barrier interlock. In addition, tested to operate within the nameplate ratings. The bottle breakers will be placed in the spare box compartment in building 53 switchgear room. The breakers will be reinstalled by the Electric Shop at the Lyons Campus. STANDARDS OF SERVICES IN A HOSPITAL/PSYCHIATRIC ENVIRONMENT. 3. Performance Period: The contractor shall complete the work required under this SOW in 30 day or less from date of award, unless otherwise directed by the Contracting Officer (CO). B. GENERAL REQUIREMENTS Contractor will meet all OSHA requirements for "qualified" personnel to work on or near energized equipment. Persons without specialized training do not meet OSHA requirements for working on an energized system. - Upon Completion ensure that all debris is cleaned up and removed from VA premises by contractor. D. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES - Contractor will follow all VA, OSHA, and EPA safety policies. - All completed work will be inspected by the VA contracting Officers Representative, when returned to the V.A. Lyons Campus upon completion of repairs to the (2) Breakers. E. CHANGES TO STATEMENT OF WORK Any changes to this SOW shall be authorized and approved only through written correspondence from the CO. F. CONTRACTOR EXPERIENCE REQUIREMENTS All work shall be performed by competent personnel, experienced and qualified to work at a journeymen s level. All work performed shall be first class in accordance with good manufacturing practices. G. CONFIDENTIALITY AND NONDISCLOSURE It is agreed that: 1. The preliminary and final deliverables, all associated working papers, and other material deemed relevant by VA which have been generated by the contractor in the performance of this task order, are the exclusive property of the U.S. Government and shall be submitted to the CO at the conclusion of the task order. 2. The CO will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this task order. No information shall be released by the contractor. Any request for information relating to this task order, presented to the contractor, shall be submitted to the CO for response. H. Estimated Period of Performance: 06/01/19-06/30/19 I.
