Description
Sources Sought for: High Tenacity Polyester Fiber (synthetic fiber) In accordance with DFARS 225.7002-1(a)(1)(vii) and 225.7002-2(m), synthetic fiber is subject to the Berry Amendment when used in synthetic fabric that is a component of a textile end product. DLA Troop Support is a principal buyer of Laminated Cloth and textile end products that contain the fiber for activities with the Department of Defense. The fiber may not be currently produced in the United States or its possessions. The only domestic supplier of this fiber, DuraFiber Technologies, who ceased operation in the United States July 2017 and closed production facilities in September 2017. In accordance with subsection (c) of 10 U.S.C. 2533a (the Berry Amendment) and the delegation of authority to the Director of the Defense Logistics Agency (DLA), a determination was made of the domestic non-availability of High Tenacity Polyester Fiber. This High Tenacity Polyester fiber is used in the manufacture of a wide range of items such as shelters, tarpaulins, webbings, parachutes and thread. The fiber is critical for items used by the military services and is required in a variety of thicknesses/densities, with a unit of measurement of denier, such as 70, 100-500, 840, 1000-1350, 2600 and 45,000 denier. If your firm is capable of providing this fiber and can meet the criteria of being a domestic source, please submit your firm's name and point of contact to: DLA Troop Support, ATTN: Scott Kromis, ECWCS Team Supervisor, via e-mail at Scott.Kromis@dla.mil. DLA Troop Support will also entertain alternate domestic sources for the fiber that are capable of meeting specification requirements. Please submit your company information along with the domestically manufactured substitute component. Potential domestic sources are needed for the following National Stock Numbers for the Laminated Cloth: 8305-00-926-1584 8305-00-926-1585 8305-00-926-1586 8505-00-926-1587 You may view any specifications noted at http://assist/daps.mil. It is essential for DLA to continue procurement of this fiber to meet recurring requirements of the military services for new issue and sustainment needs. Your interested is appreciated.
