- The Department of Veterans Affairs, Network Contracting Office (NCO) 7 hereby provides notice of its intent to award a sole source, firm fixed price contract to DSI Technology Ponemah System Upgrade, 119 - 14th Street NW, St. Paul, MN 55112. The contract is expected to be awarded under FAR 13.106-1. Data Sciences International (DSI) is the developer of the Ponemah Acquisition and Post Analysis hardware and platform software and sole distributor of Ponemah products within the United States. Platform is designed to acquire and analyze data for preclinical scientific research for animal research. DSI is the developer and the only company in the United States that sells Ponemah technology in the United States. This includes our physiologic monitoring platforms and associated software. DSI technology is patent protected; thus, we have been able to provide access to continuous data in freely moving animals not possible with other technologies. There are inherent difficulties in developing, manufacturing and delivering product that meets our current product and service quality standards. DSI Technologies is the market leader in implantable telemetric physiologic monitoring, we are dedicated to innovation and have continually improved upon our numerous patented technologies to provide researchers with the purest form of data currently possible in research animal monitoring. NAICS code: 511210, Software Publishers (SBA Size Standard $38.5 Million) THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement no later than 15 May 2019, 11:00 AM, EST. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs, NCO 7 will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. Because of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with Response to Intent to Sole Source DSI Ponemah System Upgrade in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Nochelle Elliott by email at cedric.belmont@va.gov. Capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support this requirement.
