- This notice of intent is to award a contract directly to the University of California Santa Barbara. NAVFAC Expeditionary and Engineering Warfare Center (EXWC), ORTA and Intellectual Property and STEM Program Manager Office of Technical Director Port Hueneme, CA intends to award a non-commercial contract order on a Sole Source basis, to University of California Santa Barbara 3227 Cheadle Hall Santa Barbara, Ca 93106-0001 for UCSB to managed an ONR STEM grant to develop and manage the EXWC Problem-based Initiatives for Powerful Engagement and Learning In Naval Engineering and Science (PIPELINES) program. This grant was a 3-year effort that provided community college students and paired them with undergraduate and graduate students into student project teams that worked on current Navy issues. These student teams were assigned a UCSB graduate mentor to provide additional guidance beyond that received by the Navy mentor. These students attended weekly instruction at the UCSB campus on creativity and was also provided assistance in refining their project and final presentation. At the end of the 8-week program the students presented their findings at a project challenge. This contract action is for services for which the Government intends to solicit and negotiate with only University of California Santa Barbara, under the authority of FAR 2.101, UCSB developed and has provided proven innovation training for NAVFAC EXWC and UCSB is the only engineering academic institution within the commute area that can provide innovation training and is familiar with EXWC products and services to design experiential learning opportunities The proposed award is for a single, FFP purchase order contract, with a period of performance of Not to Exceed (NTE) 4 months.
