- The purpose of amendment 4 is to extend the due by date to 5/14/19 at 5:00 PM PT. ************************************************************** The purpose of amendment 3 is to post questions received by contractors. Pursuant 52.212-1(b)(9) Instructions to Offerors - Commercial Items, at a minimum, offers must show acknowledgment of solicitation amendments. This amendment does not extend the due by date. Question 1 : Please confirm that you are wanting both the team to conduct the inspection as well as the QEI to be part of this contract. That is how you have done it in the past but as discussed those are typically separate contracts through the ASME guidelines. We can provide a team to conduct the test along with our QEI and wanted to confirm that is the request from your client. Answer 1: Under one contract, the Contractor shall furnish all required labor to perform the inspections and a third party QEI, meaning the elevator technicians and the QEI will be from separate and independent companies. Question 2: On each year there is a request for pricing of "elevator reinspection". Are we supposed to use the ADDENDUM TO 52.212-2 and price out 5 visits for base year and each option year? I ask because that is a significant amount of reinspection visits. Typically, since all of the deficiencies are typically found when conducting the inspections then the reinspection's would take place all in one visit. We can price it any way you'd like but wanted to make sure our price wasn't higher due to following that addendum and listing 5 separate visits. Also, it does not state how long we should price each visit for. We will put language in our proposal for the length of time if you don't have specifics. Answer 2: These reinspection's are option line items which will be exercised bilaterally, only if the company must return to Grand Coulee to reinspect an elevator when conditions do not favor a reinspection during the time the contractors are on site. Each reinspection exercised will cover one elevator unit that may be exercised during the period of performance listed per each base and option year. It is possible for more than one optional reinspection to be exercised per yearly period of performance.
