Description
Department of Veterans Affairs Network Contracting Office 16 - HOUSTON In Support of the Michael E. DeBakey VA Medical Center (MEDVAMC) REQUEST FOR INFORMATION 36C25619Q0842 BACKGROUND: MEDVAMC has a requirement for the following brand name supplies: GENERAL REQUIREMENTS Government seeking Contractor who can install Physical Access Control System (PACS) on Doors, Burglar Alarm Panels with associated Keypads and Sensors, PIV Enrolling Software Package with Computer Work Stations, Juniper Network Switches, UPS back-up power supplies with software for network monitoring capability, and shall be compatible with an existing DNA Fusion Open Options Mercury Solution PACS Architecture Software Platform, HID PIV Class Authentication Modules (PAM), and shall be Federal Information Processing Standards 201-2 (FIPS 201-2) compliant and compatible. PACS install shall be compatible with existing Doors, Programming Points and Strategies, Auxiliary Systems, Motion sensors, Anti-Ligature Alarm System, and all existing and remaining Physical Access Control System (PACS) equipment and devices required for installation. Government seeking Contractor who shall provide the following: Contractor shall install 135 PACS with all required Door Controllers, Modules, and boards, Door Hardware and Software System Keys and shall be compatible with all existing Work Station Clients including, Servers, and network cabling and connections. Anti-Ligature sensors shall be installed on Mental Health Care doors and programmed into Security Monitoring System. Contractor shall install compatible door hardware to be operational with approved electronic locks. Contractor shall provide install and integrate into PACS System; 12 Bosch Burglar Alarm Panels (2019 Model year and FIPS 201-2 compliant), Motion Detectors, Door Contacts, PIV Card Readers, Door Contacts, and 20 Burglar Alarm Control Keypads at locations throughout VAMC Campus. PACS PIV Card Readers Shall Arm/Disarm Burglar Alarm and Keypad. Contractor shall install 100 Uninterruptable Power Supply (UPS) units for all equipment 120-volt power including existing and remaining electronic equipment with UPS network monitoring software capability and program into required work stations. Contractor shall Install PIV (Personal Identification Verification) Federal Information Processing Standard 201-2 (FIPS) Identification Card Programming enrolling software and 2 each PIV Card Enrollment Readers on existing work stations. Contractor shall provide 10 Sets of Spare Parts for ALL hardware installed, including ALL Controllers (Mercury SSP), PAM Modules (HID), Sub-Controllers (Mercury MR52), HID two-factor Card Readers, and PACS hardware, burglar alarm panels, motion sensors, keypads, and all required existing and remaining devices. Contractor shall provide Open Architecture PACS Factory Training (Offsite with Per Diem and Travel expenses included) for 240 hours and 120 hours On-Site User Level Operator Training Contractor shall ensure All Equipment are on the GSA/Department of Homeland Security (DHS) Approved Product List (APL) for FIPS 201-2 Compliance. Contractor shall provide a One-Time Licensing in lieu of recurring licenses and/or fees for the hardware and software 1.2 Contractor shall not connect any devices to VAMC Computer Network without prior approval from MEDVAMC Information Security Officer (ISO). Contractor shall ensure no proprietary products will be used and must be on the Department of Homeland Security (DHS) and General Services Administration (GSA) Approved Product List (APL). Contractor shall ensure all installations are installed according to ALL National Electrical Codes (NEC), National Fire Protection Association Codes (NFPA), and installed by Texas Department of Licensing and Regulation Security Contractor Licensed Technicians. Contractor shall provide documentation for compliance. 1.4 Contractor shall deliver ALL Shop Design Drawings (Electronic and Hard Copy) and as-built drawings, Amperage Draw Calculations and Device Schedules for all installed wiring, panels, devices, wiring terminations, PACS components including all existing and remaining devices/wiring, including Serial numbers, and IP Addresses to the Contracting Officer (CO), Resident Engineer (RE), and Contracting Officer s Representative (COR) for approval prior to proceeding with the delivery and installation. Contractor shall label ALL wiring, installed panels, devices, Input/output Modules, wiring connections, and program into PACS and correspond with As-Built Drawings and Submittals. 1.6 Contractor shall review daily work progress during installations and communicate with the Contracting Officer s Representative (COR) for any requirements for PACS Hardware and Software Installation and Programming. Contractor shall provide ALL current Software and Firmware updates when they become available for all installed systems and devices. 1.7 Contractor shall Integrate PACS System into existing VAMC Security Juniper 10 GB Fiber Optic Network and install, program, and commission additional Juniper EX3300 POE+ or Juniper EX2200 POE+ Network switches where required 1.8 Contractor shall ensure all installed PACS Systems are compatible with Fire Alarm Magnetic Lock releasing and controlled locks. 1.9 Contractor shall install Anti-Ligature sensing devices on required doors and program into existing system. 1.10 Contractor shall install ALL Two-Factor Card Readers for PACS Systems, Programmable Interface Modules, and PACS Control to main monitoring system. REQUESTED RESPONSES: The intent of this Request for Information is to establish sources to define the procurement strategy (e.g set-aside, sole source, unrestricted) for a solicitation that VA intends to post soon. In the response please cite your business size status. If you have an existing GSA or VA, Federal Supply Schedule contract, please include the contract details in your response. DISTRIBUTORS: You must provide proof that you are an authorized distributor. VA does not accept grey market items. Please respond to this RFI if you can provide supplies that may be determined EQUIVALENT to the products listed in the table in the background section above. Please provide details on the proposed EQUIVALENT products such as Manufacturer Name, Part Number, and Description. If you have an existing GSA or VA, Federal Supply Schedule contract, please include the contract details in your response. DISTRIBUTORS: You must provide proof that you are an authorized distributor. VA does not accept grey market items. Please note that VA is particularly interested in determining the availability of Small Business Manufacturers. If your company is a small business manufacturer of potentially equivalent items, please respond to this RFI. Vendors are requested to submit estimated market research pricing with their responses. The estimated pricing will be considered when determining the procurement strategy for the future solicitation. (e.g. if CO determines that capable small businesses cannot provide fair and reasonable pricing, then the solicitation will not be set-aside). Please note that if no responses to this notice are received, from either authorized distributors of the cited brand name nor from manufacturers marketing a potentially equivalent brand, then this action will be sole sourced to the manufacturer cited in the Background section above.
