- This is a sources sought notice only. The purpose of this sources sought notice is to gain market knowledge of potential businesses that can support the VA Pacific Island Health Care System With Homemaker/Home Health Aide (H/HHA), Non-Institutional Respite Program (NIRP) and Spinal Cord Injury (SCI) Bowel and Bladder care services, to veterans that reside on Guam, Oahu, Maui, Molokai and the Hawaii (Big Island). (see description of services and qualification requirements below.) The applicable NAICS Code is 621610, with a small business size standard of $15 million. All small businesses capable of providing this service are encouraged to reply, as responses will be used by the Government to make determinations about the appropriate set-aside. No solicitation is available at this time. After review of the responses to this sources sought announcement, a synopsis and/or solicitation announcement may be published at a later time. Description of Services: Home health aide services are the backbone of H/HHA, with its focus on assisting Veterans with ADL impairments. Homemaker services are supplemental to the provision of home health aide services. Homemaker services may include assistance with Instrumental Activities of Daily Living (IADLs), such as: light housekeeping, necessary to maintain a safe and sanitary environment in the areas of the home used by the patient; laundering, essential to the comfort and cleanliness of the patient; meal preparation; grocery shopping; escorting the patient to necessary appointments; and ensuring patient safety. H/HHA services may include assistance with Activities of Daily Living (ADLs), such as: bathing; toileting; eating; dressing; aid in ambulating or transfers; active and passive exercises; assistance with medical equipment; routine health monitoring; and, specific household tasks to maintain environmental safety for the patient. NIRP services include the above H/HHA services. Home care agencies in the H/HHA program shall ensure that care meets the health needs and promotes the maximum well-being of VA patients. All home care agencies in VA s H/HHA program must be licensed and appropriately-certified, in good standing with state licensing bodies. Capable firms are encouraged to submit the following information to the Contract Specialist by May 17, 2019 at 11:00 AM. Business Name and DUNS # Point of Contact Name, Phone Number and Email Address Business size standard (small business, women owned small business, etc.) Description of your firm s capability in providing these services (dentify islands that you can provide services.) Provide evidence of Experience of comparable scope and complexity in providing services within the past three (3) years. Provide detailed project description, location, performance period. Provide evidence that you are licensed or appropriately certified by the State of Hawaii and/or Guam to provide Home care services. As the State is still processing H/HHA licenses, agencies licensing applications must be in pending status to be considered and must be active once the State has processed the application.
