Description
PURPOSE: The U.S. Bureau of Reclamation, Upper Colorado Region, Four Corners Construction Office, is issuing this pre-solicitation notice for a contemplated construction project titled: Navajo-Gallup Water Supply Project (NGWSP) Block 4c through 8. This requirement is being procured in accordance with Part 14 of the Federal Acquisition Regulations as a full-and-open competition. The Bureau of Reclamation intends to issue a competitive solicitation for this requirement. Based on market research it was determined that there were insufficient numbers of qualified small businesses with sufficient bonding capacity to perform as the prime contractor on this project, and as such, it is anticipated to be a full-and-open competition. PROJECT DESCRIPTION: The principal components of the work are listed under the project description below: The Navajo-Gallup Water Supply Project is a major infrastructure project that once constructed, will convey a reliable municipal and industrial water supply from the San Juan River to the eastern section of the Navajo Nation, southwestern portion of the Jicarilla Apache Nation, and the city of Gallup, New Mexico via about 280 miles of pipeline, several pumping plants, and two water treatment plants. Work for this reach of pipeline (4C-8) begins at proposed pumping plant 3 approximately 20-miles south of Shiprock, along east side of US 491 approximately 29-miles south and terminates in the Naschitti Chapter Boundary, approximately 43-miles north of Gallup. All work is in San Juan Country on Navajo Tribal Trust land. The principal components of work for Block 4c through 8 include, but are not limited to, providing the following: 1. Construction of approximately 29 miles of 42 to 48-inch water transmission pipe and appurtenant features 2. Valves and Blow-offs 3. Wash Crossings 4. Road Crossings 5. Highway Crossing LOCATION OF THE WORK: Work for this reach of pipeline (4C-8) begins at proposed pumping plant 3 approximately 20-miles south of Shiprock, along east side of US 491 approximately 29-miles south and terminates in the Naschitti Chapter Boundary, approximately 43-miles north of Gallup. All work is in San Juan County on Navajo Tribal Trust land. NAICS AND SIZE STANDARD: The NAICS code for this project is 237110 with a small business size standard of $36.5 million. COMPETITION: Solicitation 140R4019B0001 is anticipated to be conducted as a full-and-open competition. The project specifications and project location will be defined in the solicitation document. The solicitation will require a substantial bid guarantee of 20% of the proposed price. The Contract will require payment and performance bonds for 100% of the contract price. Offerors must have sufficient bonding capacity. DISCLOSURE OF THE MAGNITUDE OF THE CONSTRUCTION PROJECT: The magnitude of this project is more than $100,000,000.00 SOLICITATION RELEASE DATE: All responsible sources may submit a bid which shall be considered by the agency. A free, electronic copy of the solicitation will be available on APPROXIMATELY June 17, 2019, at www.fbo.gov. Once logged into the "fedbizopps" web site, simply type in the Solicitation Number "140R4019B0001" in the Keyword / Solicitation # field. Once located, there will be a link to FedConnect.net. A draft solicitation for comment will be issued within the week of this announcement. The purpose of the draft solicitation is for comments only. When comments are received and incorporated, the solicitation will be posted requesting the submission of qualifications. This project will use a sealed bid process in accordance with Federal Acquisition Regulation (FAR) Part 14 and Part 36.3. All questions and comments must be submitted in writing via e-mail to Washington Bennett at wbennett@usbr.gov. Questions / comments are due no later than one week after the posting of the draft solicitation. SYSTEM FOR AWARD MANAGEMENT (SAM, www.sam.gov): The System for Award Management (SAM) is a recently implemented Federal Government owned-and-operated FREE web site that consolidates the capabilities in Central Contractor Registration (CCR)/Federal Register (FedReg), Online Representations and Certifications Application (ORCA), and Excluded Parties List System (EPLS). Offerors must be successfully registered in SAM in order to be considered for a Government contract award. If you had an active record in CCR, you have an active record in SAM. SITE VISIT: The Government intends to conduct a pre-solicitation site visit for highly-interested vendors sometime in late June 2019 (potentially 25 or 26 June). Information regarding the site visit will be in Section L of the solicitation once released. It is not to be construed as a commitment by the requesting party to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals, bids, or quotes. No award will be made as a result of this Notice. The Government will NOT be responsible for any costs incurred by interested parties in responding to this Notice. This FedBizOps Notice is strictly for compliance with FAR Subpart 5.2. As a result of this Notice, the Government may issue a competitive solicitation; however, should such requirements materialize, no basis for claims against the Government shall arise as a result of a response to the Notice (e.g. use of such information as either part of its evaluation process or in developing specifications for any subsequent requirement).
