Description
Naval Supply Systems Command Weapon Systems Support (NAVSUP WSS) - Mechanicsburg intends to award a base five-year basic ordering agreement for the repair of the MK92 weapon system(see attached NIIN List). This action is being negotiated on a sole source basis with Lockheed Martin Moorestown, CAGE 02769, Moorestown, NJ in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1) as implemented by FAR Part 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not possess or cannot provide the data necessary to perform the required repairs of the item. Repair of the existing item requires a license to Lockheed Martin Moorestown proprietary data and methods. Further, any new design would have to be approved by the Government design agent. The time required for approval of a new design is normally such that an award cannot be delayed pending approval; thus, award of the subject requirement may continue based on Fleet support needs. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Approval of a source is required.
