- Naval Information Warfare Center (NIWC) Atlantic intends to award a commercial, firm- fixed-price contract on a sole source basis to Advanced Navigation & Positioning Corporation (ANPC), 489 North 8th Street, Hood River, Oregon 97031 for delivery of up to two Transponder Landing Systems (TLS) and services for integration, installation, engineering, and logistics support for those systems at Phoenix Airfield and Williams Airfield at McMurdo Station in Antarctica. The TLS is a ground-based system that will give United States Antarctic Program (USAP) aviation service providers the ability to make precision approaches to the Antarctica landing facilities during instrument meteorological conditions to CAT 1 minimums (decision height greater than 200 feet and visibility minimum of one half mile) or as modified due to airfield constraints. Airfields are constructed on either ice or snow with limited infrastructure. Based upon extensive market analysis including a review of all ground-based and satellite-based technologies, TLS was identified as the only precision landing technology capable of meeting performance requirements for all USAP aviation service providers operating in the extreme environmental conditions and that is supportable under the unique logistical constraints at McMurdo Station Antarctica. Each system will include spare parts and an electronic enclosure fixed to a towable sled. ANPC is the only source capable of furnishing TLS and the related support. ANPC is the Original Equipment Manufacturer of the TLS system and holds all proprietary data rights. The estimated value of this contract is between $5,000,000 and $10,000,000. The required delivery date for the first TLS system is July 2020. The Government will have the option to require delivery of a second TLS system with delivery in 2021. The authority for soliciting other than full and open competition is 10 USC 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies and Services will satisfy agency requirements. The applicable North American Industry Classification System (NAICS) code is 334511, with an applicable size standard of 1,250 employees. This notice of intent is NOT a request for competitive proposals. All interested sources must respond in writing with sufficient information to establish capability to fulfill the requirement within seven (7) days of this publication. Verbal responses are not acceptable and will not be considered. A determination by the government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
