- This Sources Sought notice is for informational and planning purposes only. It does not constitute a Solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. The information from this market research is for planning purposes only and will assist the Government in planning its acquisition strategy. This is strictly market research and the Government will not entertain questions concerning this market research. The intent of this notice is to determine the availability of contractors that can provide the following: The Department of the Interior, Bureau of Reclamation, Grand Coulee Power Office (GCPO), has a requirement for a SF6 Recovery Cart System as specified below. The proposed system shall consist at a minimum: CALIBRATED MOBILE UNIT FOR GAS HANDLING SF6 for MEDIUM VOLTAGE BREAKERS and associated adapter kit. 120VAC/60Hz, 1-phase power Must be "rugged" with four solid wheels/casters Oil-free compressor with a minimum of 50 bar Vacuum compressor for moisture removal Vacuum pump for evacuation of air with a minimum of (2-stage) Current National Institute of Standards of Technology (NIST) calibration certification. Pre-filter for absorption of moisture, decomposition and particles for SF6 Breakers 6" Wire braided hose - All applicable hosing Filling regulator Dryer filter Particulate filter Single point touch panel operation Measurements/testing read/print out for data collection General purpose hose set (2 sets): 10 foot at a minimum Integrated cylinder onboard scales (Two: one for each bottle) with set points Installed Bottle heaters Included two (2) Aluminum Storage Cylinders; minimum storage capacity 45 lbs. of SF6 for each cylinder Adapter kits for a variety of breakers to include: a. Male to 3/8 inch Male NPT b. Male to 3/8 inch Female JIC c. Make to 1/4 inch Female JIC d. Aeroquip/SPS e. Male to Malmquist (For use on ABB SF6 HECR-3R Breakers), 90-degree bend f. SF6 cylinder adapter Potential offerors having the capabilities necessary to meet the needs of the described requirement are invited to provide a capabilities statement via e-mail. The Capability statements must include the following: 1) Company name and Point of Contact information 2) DUNS number 3) Small Business Size/Certification (to include 8(a), HUBZone, SDVOSB, etc.) Responses are due no later than 5:00 PM PT, Tuesday, May 28, 2019, and shall be electronically submitted to Laverna Harding at lharding@usbr.gov. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
