POINT OF CONTACT FOR SITE VISITS AND SITE INFORMATION NEAL BUTLER- 913-254-8550 **SEE ATTCHED SOLICITATION FOR BID SUBMITTAL INFORMATION** TRANE HVAC Maintenance/Services Statement of Work Federal Aviation Administration Top Flight Kids, Incorporated Child Care Facility 300 South Rogers Road Olathe, Kansas 66062 Trane HVAC maintenance/services are required for the Federal Aviation Administration ™s, Top Flight Kids, Incorporated Child Care Facility located at 300 South Rogers Road, Olathe, Kansas 66062 (913-768-4461). The FAA point of contact shall be the ENV Manager, Eric Davenport at 913-254-8675 for all matters relating to the contract. 1. GENERAL INFORMATION. The Child Care Facility ™s building consists of approximately 7,056 square feet of space. It is occupied by the operator ™s personnel, children, and parents of the children (dropping off and picking up). Children ™s ages will range from six (6) weeks to ten (10) years of age. As of 04/30/2003, the normal hours of operation are listed below and are subject to change: 6:00am to 6:00pm Mondays and Tuesdays 6:00am to 8:00pm Wednesdays, Thursdays, and Fridays Closed Saturdays Closed Sundays 2. CONTRACTOR ™S PERSONNEL. A. Prior to commencement of work, the Contractor shall provide the Contracting Officers ™ Representative (COR) with an initial list of all employees (including subcontractors) who will be performing the services at the facility. This will also include the names of supervisors and persons to contact for emergencies. The Contractor shall also provide a point of contract to the Child Care Operator and to the Contracting Officer at the same time. B. The Contractor ™s personnel (or any subcontractor ™s) shall be qualified (licensed by State of Kansas and City of Olathe, Johnson County, Kansas) and familiar with the types of equipment located in the child care facility and the services to be performed. 3. CONTRACTOR-FURNISHED PROPERTY. The Contractor shall furnish all labor and materials including tools, drills, wrenches, screwdrivers, psychrometer, thermometers, meters, filters, grease, oil, freon, belts, bearings, O-rings, switches, contacts, thermostats, sensors, thermistors, thermocouples, relays, actuators, direct digital modules, breakers, electrical tapes, and paint. All items/equipment owned by the Contractor shall be properly identified and maintained in a safe and usable condition at all times. The COR shall have the authority, as the Government ™s Safety Representative, to stop the use of unsafe equipment by the Contractor, enforce safe working practices, and require the Contractor to repair or replace hazardous equipment. NOTE: FOR THE SAFETY OF THE CHILDREN, ALL EQUIPMENT AND MATERIALS SHALL BE KEPT OUT OF THE REACH OF CHILDREN DURING PERFORMANCE OF DUTIES. 4. LIST OF GOVERNMENT-FURNISHED HEATING/AIR CONDITIONING EQUIPMENT LOCATED AT FACILITY. Condensing Unit (One Only) Trane Model RAUG-C50 (No S/N Available) Air Handling Unit (With 4 Modules) Trane Modular Size 30 for VAV Operation Module #1-S/N #K93J66874 Module #2-S/N #K93J66875 Module #3-S/N #K93J66876 Module #4-S/N #K93J66877 Variable Air Boxes (Ten Each) Trane VFPE fan powered VAV Box (No S/Ns Available) Controls (One Only) Trane Tracer System Boiler (Gas Fired) (One Only) Weil McLain Model LGB-7 (No S/N Available) Unit Heaters (Six Each) Trane Models UHEC031 and UHAA021 (No S/Ns Available) 5. REQUIREMENTS. The following maintenance/service activities are required for the plumbing; heating; ventilating; and air conditioning (HVAC) and electrical systems. NOTE: The heating and cooling system at the day care facility is Trane equipment. This is a sophisticated system that requires factory-certified technicians for maintenance and repairs. To assure that this equipment is properly maintained and repaired the Trane Company shall provide a full service maintenance contract in accordance with this statement of work. This contract shall provide for all periodic and preventative maintenance required by the manufacturer of the equipment (Trane Company-8317 Melrose Drive-Lenexa, Kansas 66214 Phone: 913-599-4664/Fax: 913-599-4669) and shall furnish to the government verification of this contract agreement. Plumbing shall be maintained according to local and State Plumbing Codes. The equipment shall be kept in working condition 100% of the time and shall be maintained on a continual basis. Seasonal Shutdown. Tasks involving heating and cooling equipment that is seasonally shut down shall be omitted during the shutdown period. NOTE: SEASONALLY USED EQUIPMENT SHALL BE READIED FOR OPERATION AT LEAST THIRTY (30) DAYS BEFORE ANTICIPATED USE. A. PERFORMANCE CHECKS. A minimum of four (4) inspections per year shall be performed with one quarterly inspection during this three (3) month period. 1. Heating Water and Steam Systems. (a) Check boiler water temperature. (b) Inspect boiler room area for gas or water leaks; make necessary repairs and cleanup. (c) Observe operating heating water pumps for leaks, unusual noise, or vibration. (d) Monitor heating system make up water meter to ensure there are no leaks in the water heating system. (e) Check hot water expansion tank for proper water level. 2. Condensing Unit/Air Distribution System. (a) Check condensing unit or unusual noise or vibration. Visually check units for proper fan cycling. (b) Visually check air-handling unit for proper operation. (c) Check solid-state controls for alarms and filter maintenance. 3. Air Distribution System. Make a general visual inspection of all operating air handling unit and ventilating fan units throughout the facility. Check the following and correct as necessary. (a) Oil or water leaks, overflowing drip pans, or obstructed equipment drains. (b) Abnormal noises, vibration, or other signs of malfunction. (c) Visually check all air intake and exhaust openings, screens, louvers, etc., for obstructions; remove obstructions as required. (d) Check sheave pulleys for wear and proper mounting. (e) Check fan belts; replace or adjust as required. 4. Heating Water Systems. (a) Visually check condition of burner flame, burner linkages, and auxiliary equipment; adjust, replace, or tighten as required. 5. Inspect any nonsupervised fire sprinkler valve to verify proper position. B. QUARTERLY INSPECTION. 1. Air Distribution System. (a) Check blower bearings and lubricate if required. (b) Visually check condition of all air filters on exhaust fans, intake dampers, air handlers, VAV boxes, and replace as required. (c) Visually check all air handling system dampers for proper position; adjust as required. (d) Check calibration of thermostats, HVAC controls, and sensors on all systems. 2. Heating Water Systems. (a) Check boiler ignition assemblies and electrodes for condition and proper positioning of burner and safety pilot flames; clean and adjust as required. (b) Clean flames sensor if required. (c) Manually open safety relief valves to insure that they will operate. C. ANNUALLY - BEFORE HEATING SEASON. NOTE: HEATING EQUIPMENT SHALL BE READIED FOR OPERATION AT LEAST THIRTY (30) DAYS BEFORE ANTICIPATED USE. 1. Systems and Equipment Shutdown. (a) Remove from service all systems and equipment not required for the childcare operations during the heating season. Follow applicable instructions for equipment shutdown procedures. 2. Air Distribution System. (a) Check all variable air volume boxes for proper operation of fan unit and hot water coil valve. (b) Check all air filters and clean or replace as necessary. (c) Calibrate all thermostats and sensors. 3. Heating Water and Steam Systems. All work on boilers shall be accomplished by trained boiler maintenance personnel. Obtain a certificate of inspection as required by State and/or local authorities of all boilers and ancillary heating/steam system pressure vessels. A copy of the completed certificate of inspection report shall be provided to the COR within ten (10) days of inspection. In conjunction with this, perform the following: (a) Clean fire side, flush and inspect waterside of all boilers. Check for scale and corrosion. If scale is present, de-scale the boiler using acceptable industry practices. (b) Check burner and flue ways for soot. (c) Visually inspect venting system for blockage. (d) Visually inspect base insulation. (e) Visually inspect pilot and burner flame for blue flame; inter-flame engulfing the flame sensor; and sensor glowing cherry red. (f) Check operation of low water cut off. Accomplish maintenance on boiler low water cut off in accordance with manufacturers' instructions. (g) Clean heating water strainers. (h) Check heating water pump and motor lubrication. (i) Check pH of boiler water and treat as necessary. (j) Check all boiler safety devices (low water cutoff, spill switch, rollout thermal fuse element, low and high limit switch, etc.) and record the results of these tests. D. ANNUALLY - BEFORE COOLING SEASON. NOTE: COOLING EQUIPMENT SHALL BE READIED FOR OPERATION AT LEAST THIRTY (30) DAYS BEFORE ANTICIPATED USE. 1. Systems and Equipment Shutdown. Remove from service all systems and equipment not required for facility operation during the cooling season. Follow applicable instructions for equipment shutdown procedures. 2. Air Distribution System. (a) Check all fans and auxiliary equipment drive belts for wear and tension; replace and/or adjust as required. (b) Examine all pulleys and sheaves for security of mounting and wear; tighten and/or replace as required. (c) Check all fan and motor bearings. (d) Check all dampers and linkages. 3. Heating Equipment. During the cooling season, inspect heating equipment for deterioration of painted surfaced and repair and/or repaint as necessary. 4. Air Conditioning and Ventilating Equipment. During the heating season, inspect air conditioning and ventilation equipment for deterioration of painted surfaces and repair and/or repaint as necessary. 5. Control and Monitoring System. Check all HVAC controls and safety devices for proper operation. Repairs necessary. Calibrate as required. 6. Piping System. (a) Check piping, vale fittings, piping supports, and insulation. Repair as necessary. (b) Clean all strainers and drip legs. (c) Operate all valves in the system to ensure free operation. Lubricate and repack valve stems as required. (d) Verify that all pipe markings are in place. 7. Diffusers, Grilles, and Registers. Check airflow is air distribution problem is indicated. 8. Motors. (a) Inspect all motors and lubricate as required. (b) Clean all ventilation ports. (c) Motors. Check load current and compare with name plate current rating. (d) Check all motor starters for loose connections and verify that correct overloads are in place.
