Description
The purpose of this second amendment is to pull in the official solicitation and correct scope of work. This first amendment posted on Fedconnect, but not FBO. Project Location: The Mission San Jose Convento is part of the San Antonio Missions National Historical Park. The Park consists of four (4) historic mission complexes built in the modern day San Antonio area by the Spanish in the early 1700s. The Convento is located at the North end of the Mission San Jose compound directly adjacent to and East of the Church. The address is 6701 San Jose Drive, San Antonio TX 78214. The National Park Service, Intermountain Region, Santa Fe Major Acquisition Buying Office, intends to issue a Request for Proposal (RFP) This project will include all or selected elements of the following work at the Mission San Jose Convento ruins: - Stabilizing and/or repairing walls. - Adding or replacing cement mortar caps to preserve masonry (stone) work and historic plasters. - Repointing masonry (stone) walls. - Cleaning and preservation of historic plasters, including scratch coat. - Removal (cleaning) of biological growth as needed to support the work above and in general if funding permits. The Spanish Colonial plasters requiring cleaning and preservation are not modern plasters, i.e., they are not applied over lathe or blueboard. They were applied directly to the stone during the construction of the Missions with the final layer of plaster being a very thin coat. Water color paints or frescoes were often applied over the final layer. While the SOW discusses the underlying scratch coat, the real concern from a preservation standpoint is the protection of this thin final layer and the associated water colors/frescoes where they still exist. A more thorough/complete definition follows: Spanish colonial plasters are lime plasters made from water, sand, and slaked lime. The plasters were applied first with an arriccio or scratch coat (the first rough coat of plaster before the finish coat). Then an intonaco or a thin layer of smooth plaster is applied over the scratch coat. Finally the painted plasters can be frescoes (water color paint on wet plaster) or fresco secca (colors applied on dry plaster). Finally a lime wash might be applied over all of these layers to help adhere the coats together and to the stone. All of these stages of the rendering process are present on the San José convento and should be protected. Project will be constructed under a single prime contract. SOLICITATION NUMBER: 140P1319R0002. PROJECT MAGNITUDE: Between $500,000 and $1 Million. TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by early July 2019 with performance to begin in August 2019. Construction Wage Rate Requirements for Bexar County, TX will apply. EVALUATION FACTORS: Project Management, Relevant Similar Experience, Past Performance, and Price. North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 238140, and the size standard is $15.0 million. This project is set aside 100% for WOMAN-OWNED SMALL BUSINESSES. SITE VISIT: A site visit has been scheduled for June 5, 2019 at 9:00 a.m. Please meet at the San Jose Visitor Center. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance.
