Project:5KV ELECTRICAL FEEDER # 4 EMERGENCY REPLACEMENT AT VA CASTLE POINT HCS This shall be a Veteran Owned Small Business (SDVOSB)Set-Aside. As a result, all VOSB may submit a proposal, which will be considered by the agency. This project is classified under NAICS Code 237130 and has a size standard of $36.5 Million. The cost estimate range for this project is $100,000 and $250,000. Scope of Work: The scope of work shall generally consist of, but not limited to the following: This Project will remove existing high voltage cable and install all new high voltage EPR 4/0 CU electrical cable from the Campus main sub station to Building 17 transformer, and arc wrap inside manholes. The vendor shall route the electrical cable for the campus electrical Feeder # 4 via the following high voltage manholes # 2C, 2E, 2F, & 2G and use minimal amount of splices. where necessary splices shall be performed in accordance with VA specs, no taped terminations / splices allowed. The vendor shall also be required to dispose offsite of the existing electrical cable and materials removed as part of this project. The vendor shall dispose of all existing materials in a manner acceptable with all local, state and federal laws. The cable lengths and materials to be installed shall include 4200 linear feet of 4/0 high voltage cable, 1400 linear feet of 4/0 ground cable, 6 4/0 terminations, 12 elastimo heads (loadbreak), 3 load break racks, 9 4/0 5Kv splice kits. While performing the work the VA shall be responsible for high voltage switching of feeder, and the vendor shall be responsible for lockout / tagout and grounding. The Contractor shall furnish labor and materials and perform work as required by drawings and specifications. Work includes general construction. This contract does not involve VA Patient Identifiable or Health information and contractor personnel do not require access to VA systems. Information made available to the contractor or subcontractor by VA for the performance or administration of this contract or information developed by the contractor/subcontractor in performance or administration of the contract shall be used only for those purposes and shall not be used in any other way without the prior written agreement of VA. The contractor/subcontractor must store, transport, or transmit VA sensitive information in an encrypted form, using VA-approved encryption tools that are, at a minimum, FIPS 140-2 validated. Project Completion: 30 calendar days from receipt of Notice to Proceed All other details and information shall be contained in the solicitation which shall be posted on www.fbo.gov. The solicitation will be released on or about May 37, 2019. The response submittal address, date and time will be included in the solicitation. This project requires bonding and all responses/submissions to the solicitation to be posted later shall be in hardcopies. Faxed or e-mailed bids will not be accepted. All prospective bidders must be currently registered in www.sam.gov, www.dnb.com (Duns and Bradstreet)and be registered and verified as a Veteran Owned Small Business (VOSB)in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement.
