Description
Mission and Installation Contracting Command (MICC), Joint Base Lewis- McChord (JBLM), Washington, is conducting preliminary planning market research to obtain information from potential and eligible contractors for an Indefinite Delivery Contract (IDC) for a broad range of paving projects to include Airfield and Roadway Pavements. Orders placed under the contemplated contract will be for paving work on JBLM to include the areas of JBLM-Main, JBLM-North, and JBLM-McChord Field. The applicable North American Industry Classification System (NAICS) code is 237310 Highway, Street, and Bridge Construction, and the small business size is $36.5 million per annum. In accordance with Federal Acquisition Regulation (FAR) 10.001(a)(3)(i), in order to determine if sources capable of satisfying the agency need exists, the Government will consider all Sources Sought (SS) responses received, particularly those received from small businesses. Responses to this SS permits the contracting officer, in accordance with FAR 19.203(c), to consider an acquisition for small business socioeconomic concerns (e.g., 8(a), Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), or Woman-Owned Small Business (WOSB) programs) and to consider a small business set-aside (see 19.502-2(b)). Small businesses, in all socioeconomic categories, are highly encouraged to identify capabilities in meeting the requirements at fair market prices. Work under this requirement consists of a construction, removal, replacement, and repairs associated with roadway and airfield projects at JBLM including removal, replacement and repair of existing subgrade, utilities, shoulders, curbs, gutters, sidewalks and other real property common to roadway and airfield pavements. Work may also include minor "new construction", to include construction of new roads, new sidewalks, or new parking lots. Work will be provided under a multiple firm fixed- price task orders issued as provided in the parent IDC contract. Each task order may involve a variety of construction trades. The Contractor shall provide all materials, labor, equipment, tools, transportation, and ancillary items necessary to complete each project from conception to completion.
