Description
The Department of Veterans Affairs intends to negotiate a sole source contract to purchase one (1) 266002-1161-980-PRO Zeiss OS Cirrus HD-OCT (model 5000) with AngioPlex OCT Angiography Version 9.5. Includes GCGPA, Smart HD scans, Fast Trac, Adv RPE, GCA, Ant SEG BASIC. OCT imaging has become the standard of care in Optometry and Ophthalmology. The technology is utilized in the management and care of diabetic retinopathy, glaucoma, and macular degeneration. These conditions represent the three main reasons for vision loss in our veteran population. This technology is essential to the efficient and comprehensive care that we provide. The current OCT medical instruments at the Columbus VA and CBOC locations all utilize are HD OCT Cirrus 5000 with AngioPlex. Multiple advances in technology make the upgrade to OCT 5000 Instruments a benefit to patient care. The addition of AngioPlex technology enhances the ability of our clinicians to evaluate blood flow, in particular with patients with diabetic retinopathy. Color photography is incorporated into each scan. Anterior segment scanning will allow for pachymetry glaucoma measurements to be obtained without utilizing reusable medical equipment. Our current instruments utilize FORUM for comprehensive progression analysis. The OCT 5000 instrument data is compatible with progression analyses that will include data from both the old and new instruments. The North American Industry Classification System Code (NAICS) is 339115, Ophthalmic Goods Manufacturing. The Government believes that Zeiss and their Small Business (SB) Distributors are the only providers that can satisfy the agency requirements. Therefore, the Government intends to proceed with a sole source award for the required CIRRUS HD-OCT (Model 5000) with AngioPlex OCT. This procurement is being conducted in accordance with FAR 6.302 only one responsible source and no other vendor will satisfy agency requirements. To the best of our knowledge, Zeiss and its SB Distributors are the only sources that provides the above indicated services/supplies. This notice is to request competitive quotes only from the SB Distributors. No solicitation document is available; however, any firm that believes it can meet these requirements may give written notification to the Contracting Officer within seven (7) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information can be sent to the Contracting Officer, VA Ambulatory Care Center, 420 N. James Road, Columbus, Ohio 43219-1834 or faxed to 614.388.7500 or emailed to percy.johnson2@va.gov. Responses received will be evaluated however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses, other than those of the SB Distributors are received, the VA Ambulatory Care Center Columbus will proceed with the sole source negotiation with the SB Distributor Vendor that offers the lowest priced technically acceptable (LPTA) Quote. Wylie VA Ambulatory Care Center, Columbus Ohio using transaction # 757-19-3-096-0243 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: CIRRUS HD-OCT (Model 5000) with AngioPlex OCT (6 units) Purchase, Installation, and Training Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Zeiss OCT 5000 instruments are the only OCT instruments that are compatible with our existing OCT instruments, to allow for progression analysis in the management of glaucoma, diabetes, and macular degeneration, from existing baseline imaging in our FORM Database as well as VISTA Imaging. There are no other OCT instruments that are compatible with the existing Columbus VA FORUM server, to allow for continued progression analysis for existing patients. The utilization of a different OCT instrument would not allow for progression analysis and potentially result in the inability to identify early glaucoma, diabetic, and macular degeneration progression in our veterans. Description of market research conducted and results or statement why it was not conducted: Market Research was conducted by search of VIP, GSA, FPDS and the Internet. As mentioned, Zeiss is the sole proprietor of this requirement. Zeiss does not sell directly to the VA; the purchasing is done from their SB Distributors. This requirement will be purchased from their SB Distributor that offers the lowest price technically acceptable to the VA.
