- THIS IS A PRESOLICITATION NOTICE FOR THE VISN 7 MULTIPLE-AWARD TASK ORDER CONTRACT (MATOC) FOR GENERAL CONSTRUCTION The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 7 Network Contracting Office 7 (NCO 7), intends to issue a Request or Proposal (RFP) for a Multiple Award Task Order Contract (MATOC) for construction. Task orders awarded under this MATOC will consist of a broad range of construction, maintenance, alteration and repair affecting real property for VISN 7 major medical facilities and associated VA owned outpatient clinics. See https://www.va.gov/directory/guide/region.asp?ID=1007 for specific VISN 7 medical facility locations This is a 100% Service-Disabled Veteran Owned Small Business Set Aside pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006. Offerors must be registered in System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) and visible/certified in Vet Biz (www.vetbiz.gov) as an SDVOSB at time of submission of their firm's proposal to be considered. The North American Industry Classification System (NAICS) code for this work is 236220 (Commercial and Institutional Building Construction) and the small business size standard is $36.5 million. The anticipated work under the MATOC will require traditional Bid-Build efforts. The description of the work will be identified in each individual task order. Work categories for each task order may include interior and exterior renovations, heating and air-conditioning, HVAC controls, plumbing, fire suppression, interior and exterior electrical and lighting, fire and intrusion alarms, communications, limited utilities, site-work, landscaping, fencing, masonry, roofing, concrete, asphalt paving, storm drainage, limited environmental remediation, construction of new facilities, and other related work. All work will be in accordance with individual requirements as determined at the task order level. Each task order will be priced individually and will include its own wage determination. These task orders will be competed amongst all MATOC awardees. The government anticipates award of approximately eighteen (18) individual Indefinite Deliver Indefinite Quantity (IDIQ) contracts, providing sufficient qualified contractors present offers; however, reserves the right to award more or less as determined to be in the best interest of the Government. These anticipated contracts shall not exceed five (5) calendar years. The total of individual task orders placed against the anticipated VISN 7 MATOC shall not exceed $500,000,000. Task Orders will range from $2,000 to $20,000,000. Requirements solicited under the VISN 7 MATOC will be competed amongst all MATOC awardees. Each task order will and performed in accordance with individual task order requirements, priced individually, include its own wage determination, period of performance, and specifications and drawings. Resultant awards will be firm fixed price. The government will evaluate offers utilizing the best value source selection procedures described in the Federal Acquisition Regulation (FAR Part 15.3) and Veterans Administration Acquisition Regulation Subpart 815.3--Source Selection procedures - Best Value Trade off Process. It is anticipated that the solicitation will be available on or around March 30, 2018. The solicitation will contain one or more seed projects, which will be used in the price evaluation and portion of the technical evaluation. No hard copies of the solicitation will be provided. A pre-proposal meeting will be scheduled and specifics will be provided in the forthcoming solicitation. Amendments, if issued, will be posted to https://www.fbo.gov/ for electronic downloading. This will be the only method of distributing amendments. it is the offerors' responsibility to check the website periodically for any amendments to the solicitation.
