- SITE PREP FOR CARDIO CATH LAB, NEW YORK HARBOR HEALTHCARE SYSTEM, NEW YORK CAMPUS, 423 EAST 23RD STREET, NEW YORK, NY; PROJECT NO. 630-CSI-106 36C24219R0123 Phase I Estimated Solicitation Date: 06 June 2019 Phase I Estimated Response Date: 10 July 2019 Estimated Award Date: 15 August 2019 The Department of Veterans Affairs is preparing to issue a solicitation (Request For Proposals-RFP) for a two-phase design-build contract to provide turnkey services necessary to design and construct the site preparation required for Cardio Cath Lab New Siemens Axiom Artis Q Ceiling System. SET-ASIDE: 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) NAICS: 236220 Commercial and Institutional Building Construction SMALL BUSINESS SIZE STANDARD: $36.5 million PROJECT MAGNITUDE: $1,000,000 to $2,000,000. PROJECT LOCATION: VA New York Harbor Healthcare System, New York Campus, New York, NY PROJECT OVERVIEW: The project will require the selected contractor to provide all technical design and construction services, supervision, labor, materials, tools and equipment necessary for a complete engineering and construction project for site prep as described above for use in implementation of initiative. The Two-Phase Design-Build solicitation and evaluation process shall be conducted in accordance with Federal Acquisition Regulation (FAR) Subpart 36.3 (Two-Phase Design-Build Selection Procedures). The issued RFP shall set forth the requirements for responding to Phase I of the solicitation, as well as all technical evaluation factors and sub-factors for both Phase I and Phase II. At the closing date of the Phase I Solicitation, the government shall evaluate responsive proposals received in response to Phase I of the solicitation to short-list no more than three (3) contractors to Phase II. Only those successful firms selected as a result of Phase I evaluations will be requested to submit technical and pricing proposals for Phase II. Phase II proposals shall be evaluated in accordance with Phase II Evaluation Process. This procurement is 100% set-aside for Service Disabled Veteran Owned Small Businesses.
