- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS. This contract action is for the acquisition of Services for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b). The National Institute of Environmental Health Sciences (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Leica Microsystems Inc. 1700 Leider Lane, Buffalo Grove, IL 60089, for the acquisition of a maintenance and repairs services agreement for a Lecia SPEII Confocal microscope. Services can only be acquired from the original equipment manufacturer (OEM) and only the manufacturer is authorized to perform maintenance services or repairs. No third parties have been authorized by Lecia Microsystems Inc., to provide services on the Lecia SPEII Confocal microscope. In addition, only Leica Microsystems Inc. can provide the highly unique, specialized replacement parts that are required for maintenance and repair of the equipment. Item No. Description Qty. 0001 Premium Care Service Plan SPE-11 DMI4000 RYBV 1 ea. (SN/: 5210000370) The Reproductive & Developmental Biology Laboratory (RDBL) requires an annual service maintenance agreement to provide preventive maintenance, repair services, and parts for an SPEII Confocal microscope. Services shall include: • Unlimited Replacement service parts, components, or modules necessary for repairs, excluding objectives, consumables, 3rd Party parts & IR Lasers. • 1 Annual on-site Planned Maintenance visit, to ensure the system is performing to factory specifications (per customer request). • Unlimited access to expert Applications and Technology • Support Center (M-F 8am-5P) • Biosafety Level 2 included • Software Updates The anticipated period of performance will be for a twelve (12) month base period starting on 09/01/2019 - 08/31/2020. The applicable North American Industry Classification System (NAICS) code for this acquisition is 811219 "Other Electronic and Precision Equipment Repair and Maintenance" and a size standard of $20,500,000.00. NIEHS will solicit and negotiate directly with Leica Microsystems Inc. and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to shields3@niehs.nih.gov within eight (8) days after the date of publication of this notice. No faxed documents will be accepted. If no responsive statements are received within eight (8) days, an award will be made to Leica Microsystems Inc.
