- The Naval Supply Fleet Logistics Center, San Diego (FLCSD) intends to solicit and award Multiple Firm Fixed-Price Indefinite Delivery, Indefinite Quantity (IDIQ) contracts, for Wireless Services for the Department of Navy (DoN), Department of Defense (DoD), Army, Air Force and other Federal Agencies to provide mission critical wireless cellular support. The acquisition will provide continuity of wireless services as the proposed acquisition is a follow-on requirement. This acquisition is competitive and unrestricted; the NAICS code is 517210, with a size standard of 1,500 employees. This acquisition is subject to the procedures of FAR Part 12 for commercial items; and full and open competitive procedures set forth under FAR Part 15 will be used. The period of performance is for one year with four twelve-month option periods. Multiple Award IDIQ contracts will be awarded. Task orders will be competed among those firms awarded contracts. The total estimated dollar value for this contract for the base year period and four twelve-month option periods is $993.5M for all contracts. FLCSD anticipates the award of two (2) or more IDIQ contracts to qualified offerors for this requirement. The scope of this contract covers wireless telecommunication services to include all wireless technologies and related operations, including related software, hardware, firmware, Enterprise Mobility Management (EMM) services, and equipment. The intended contract is an IDIQ, Department of Defense end-users may be required to order all wireless services and related equipment through this contract. The contract will also be available to all Government end-users; but, it will be an śadditional source ť to those contractual vehicles already available to Government end-users, other than DOD. This contract shall provide a flexible means of meeting and sustaining the Government ™s need for fast, safe, secure, dependable, and stable communications services. All contractors (successful awardees in this multiple award IDIQ) shall provide service for voice, texting, PTT, data, tethering, WIFI and WIMAX. Service for Government end-users shall be continuous, uninterrupted coverage throughout the United States, and such uninterrupted service shall be available to end-users traveling internationally. Service areas include, to repeat, all 50 United States; and contractors must provide service to each United States city with a population over 100,00. It must likewise be able to provide service in and around Navy, Marine Corps, Army, Air Force and, by task order, other areas served by other federal agencies using this contract. Contractors shall also demonstrate their ability to provide wireless communication for government travelers worldwide. Contractor will provide end-to-end communication services, which by definition will include required devices (of all types), and transmission infrastructure. Government expects the highest-level of service; and anticipates that contract services will be cutting edge technology. Therefore, services, to include devices and infrastructure, must be current over the life of the contract. PLAN REQUIREMENTS AND OTHER TECHNICAL REQUIREMENTS WILL BE PROVIDED WITH THE RFP. Furthermore, proposals shall not include any contractor-proposed plans, offerings, terms and conditions; to do so may render the offer non-responsive and not eligible for award. The solicitation documents will be posted on the Navy Electronic Commerce Online (NECO) https://www.neco.navy.mil/ on or about 15 April 2016 and on FedBizOpps website http://www.fedbizopps.gov. It is the responsibility of interested parties to register with NECO and or FedBizOpps to download the synopsis, solicitation, all attachments, and solicitation amendments. No solicitation mailing list will be issued. Offerors are encouraged to review the referenced websites frequently for updates and potential amendments to any and all documents. No paper copies of the RFP and its attachments and amendments will be provided. The RFP will include instructions for preparation of offerors proposals, the performance work statement and evaluation criteria. System for Award Management (SAM) is mandatory for offerors (http://www.sam.gov). Only email communications to the e-mail cellmac@navy.mil will be accepted; no phone call communications or personal office visits with FLCSD or its internal and external customers regarding issues or questions pertaining to this procurement will be accepted for the duration of the solicitation, evaluation and award process. All questions regarding this notice for Solicitation N00244-16-R-0018 shall be submitted in writing to NAVSUP FLCSD by email directly to e-mail cellmac@navy.mil. All submitted questions shall be submitted no later than 7 days prior to the closing date specified on the RFP and shall specifically identify this solicitation number N00244-16-R-0018. Questions sent by another method or those that don ™t specify the solicitation or after the 7 day minimum may not receive a response.
