- THIS IS A SOURCES SOUGHT NOTICE ONLY for market research purposes to identify interested vendors for the potential requirement detailed below. A formal solicitation and performance work statement are not available. Additionally, in accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement, should it come to fruition. The US Geological Survey (USGS) has a potential need for a direct-push drilling rig that is 100 percent compatible with existing CMWSC Geoprobe systems 1-1/4, 2-1/4, 3-1/4 inch drive rods, MC5, MC7, and DT22 soil sampling systems, groundwater samplers, and miscellaneous drive heads and connecting rods will ensure that the CMWSC ability to characterize geohydrology, groundwater flow, and quality across the three-State center and meet the needs of our cooperators, USGS office is neighboring states, and the public. Salient Characteristics for the direct-push System include: - Self-contained track mount drill rig system with minimum 50 horsepower engine and percussion hammer with bi-directional hammer head rotation with minimum of 500 ft-lbs torque. - Rear blade and tool rack, and on board lockable hand tool box and vise. - Base machine weight of less than 8,500 pounds (<8,800 lbs with rear blade and tool rack vice). - Base machine width of less than 72 inches and overall width with tool boxes/racks of less than 80 inches. - Base machine folded length (including mast) of less than 144 inches and overall folded length with rear blade/tool rack of less than 168 inches. - Total folded height less than 102 inches including mast and winch. - Extended mast height of at least 180 inches. - Base ground surface load of less than 5 lb/in2. - Hydraulic system down force of 35,000 lb or greater and minimum retraction of 45,000 lb. - Mast stroke length of at least 66 inches. - Dual-speed auger head attachment with minimum high torque of 4,000 ft-lb and minimum high-speed rotation of 500 rpm. - Built in/integrated oscillation of drill mast for uneven terrain. - Mast mounted winch with minimum 2,200 lb rating and minimum of 70 ft of wire. - 100 percent compatible with existing USGS CMWSC inventory of Geoprobe Systems 1-1/4, 2-1/4, 3-1/4 drive rods,and soil and groundwater samplers. REQUIRED TOOL PACKAGES - Tool Package A- Package to include all items for 80 ft deep dual-tube soil continuous core sampling system able to retrieve minimum 1.0-in diameter by 48-in. long core within plastic sleeves. Package to include all connectors, rod O-rings, drive/retrieve heads, outer and inner rods, swivel connector for winch. - Tool Package B ”Package to include all items for 70 ft of large diameter rods (minimum inside diameter of 3.0-in) in 48-in lengths for installation of 2-in monitoring wells and collection of continuous dual-tube soil core within plastic sleeves. Package to include all connections, rod O-rings, drive/retrieval heads, swivel connector for winch, soil core tube adaptor bits. Soil core should be minimum 1.75-in diameter an 48-in long. - Tool Package C ”Package to include all items for direct-push retractable stainless-steel well screen groundwater sampling that is compatible with either tool Package A and B rods or the existing USGS CMWSC inventory Geoprobe 2-1/4 outer rods. Well screen minimum length of 12 inches, minimum inside diameter of 0.625 inches. - Trailer package “ A 18-ft long by minimum 8.0 ft wide covered cargo trailer with dual 8,000 lbs axle (dual electric brakes), side access door, and ramps and 2/5.16 ball hitch. Trailer should have spare tire holder, and ramps to allow 7822DT machine to be driven into the trailer. The North American Industry Classification System (NAICS) code is 333132 and the size standard is 1,250 employees. There is no incumbent contractor. All business concerns who believe they can responsibly perform this requirement should submit the following information to the contracting officer no later than 3PM EST Tuesday, May 21, 2019: 1. Capability statement describing corporate expertise and technical qualifications in the work described above. 2. Past performance information describing other contracts for similar services your company has been awarded. Past performance information should be submitted for projects conducted within the last three years and include: project title, location, whether the work was as a prime or subcontractor, contract/subcontract dollar value, type of contract, percentage of self-performed work, and overall performance rating received. 3. Small business status of vendor (8(a), HUBZone, SDVOSB, etc.) 4. Point of contact information for vendor, Cage Code, and D&B Number. 5.
