- ParGov GV3.0 Software License. CONTRACTORS QUOTES ARE TO BE VALID UNTIL 29 June 19. All quotes are due No Later Than (NLT) 29 May 2019. BRAND NAME ONLY: ParGov GV3.0 Software License Quantity: 1,242 IAW Attached Equipment List and AFMC 807 Estimated Period of Performance (PoP): ARO through 1 year (Note: Exact dates to be determined upon award if timeframe is after the PoP in Equipment List.) Delivery is 30 days after award. Clause by Reference: DFARS 252.232-7006, Wide Area Workflow Payment Instructions. ADDENDUM TO FAR 52.212-4 AFFARS 5352.201-9101 OMBUDSMAN (JUN 2016)(IAW AFFARS 5301.9103) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b)Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU/SMC ombudsman level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431. (d)The ombudsman has no authority to render a decision that binds the agency. (e)Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer. (The above Clause/Provision has been modified.) The Air Force is responsible for maintaining a common software baseline to support the United States Air Force (USAF). This common software baseline establishes a standardized cross-functional process for responding to warfighters' urgent needs identified during conflict or crisis situations that are life-threatening or impede a near-term critical mission. By establishing an accreditation baseline, the USAF is able to maintain a distributed, homogenous network of exploitation workstations capable of receiving, processing, and disseminating intelligence products from a variety of sources. The USAF system platform is currently using ParGov GV3.0 license. The requested ParGov GV3.0 license is required to maintain the integrity of the HBG infrastructure. The use of alternative software would cause an unacceptable degradation in network functionality and would result in non-compliance to current system configurations and certifications and additional testing, training and associated cost to the Government in redesigning the system architecture. At this time, HBG does not have a qualified replacement that can fit into their customized environment that will not limit, diminish, or cripple the agencies capabilities to deploy compatible functional servers to their current network. Due to current operations, it is mission essential to HBG that continuity of the ParGov GV3.0 license is implemented and sustained.
