Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is PANNGB-19-P-0000-013597 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-02. The associated North American Industrial Classification System (NAICS) code for this procurement is 517410 with a small business size standard of $32.50M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.UnisonMarketplace.com will start on the date this solicitation is posted and will end on 2019-06-20 13:00:00.0 Eastern Time or as otherwise displayed at www.UnisonMarketplace.com. FOB Destination shall be Frankfort, KY 40601 The National Guard - Kentucky requires the following items, Meet or Exceed, to the following: Base Period of Performance: 07/01/2019 - 06/30/2020 LI 001: Satellite 1.5ea - 10 Day a month Broadband Satellite Service Plans, days not used will roll over to next month; 2.Speeds-5Mbps up and 20Mbps down 10 x1 contention ratio; 3.QOS setup for Voice, Data and Video; 4.Shall provide 5 IP Addresses per system. See attached Performance Work Statement., 12, Months; LI 002: Phone Service: 1. 5ea DID ™s one per system with a CIR 20K; 2. DID Long Distance Phone numbers with 1000 Minutes per month; 3.Shall provide 5ea phones that provide calling between our systems and outside networks. See attached Performance Work Statement., 12, Months; LI 003: Virtual Private Network: 1. IPSEC Backhaul service-1024kbps, from teleport to Frankfort, KY; 2. Design will be separate from the internet service from teleport; 3. Provider will use their own equipment at the teleport and will configure to link to our Network VPN concentrator; 4. This network will provide a secure link to our network that will provide us with additional phone service (4 digit dialing) and access to our network for file sharing and storage; 5. Design of network shall be setup to allow traffic flow out the teleport to the internet if only internet traffic is required and through the tunnel to our network if requesting files and data from our network. This will allow our partners access to the internet and not our network. This will allow our partners access to the internet and not our network., 12, Months; Solicitation and Buy Attachments ***Question Submission: Interested Offerers must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.UnisonMarketplace.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Guard - Kentucky intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison, Inc. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Guard - Kentucky is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.UnisonMarketplace.com. There is no cost to register, review procurement data or make a bid on www.UnisonMarketplace.com. Offerers that are not currently registered to use www.UnisonMarketplace.com should proceed to www.UnisonMarketplace.com to complete their free registration. Offerers may not artificially manipulate the price of a transaction on www.UnisonMarketplace.com by any means. It is unacceptable to place bad faith bids, to use decoys in the www.UnisonMarketplace.com process or to collude with the intent or effect of hampering the competitive www.UnisonMarketplace.com process. Failure to comply with the below terms and conditions may result in offer being determined as non-responsive. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Past Performance- To demonstrate acceptable past performance, the Offeror shall provide documentation of satisfactory performance on past or current contracts of a similar type, size, scope, and complexity, performed within the last three (3) years including references, with names and contact information of the references who can verify such past performance. Past performance information of key personnel may be provided if the company has limited or no past performance. In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror will be evaluated as neutral on Past Performance, providing the Offeror supplies a certified statement with their offer that no past performance information is available. Neutral past performance is not negatively scored but may have a negative impact in the overall consideration for award. The Government's approach to evaluating past performance is to check the references provided by the contractor to verify satisfactory past performance as well as data obtained from other sources available i.e. government database, past contract files, etc. The Offeror is cautioned that while the government will consider data from other sources, the burden of demonstrating satisfactory past performance rests with the Offeror. Limit past performance documentation to four pages. 2. Technical Capability- Technical Capability is defined as the ability to perform all performance requirements as listed in the attached PWS, while maintaining quality and timeliness. To demonstrate acceptable technical capability, the Offeror shall provide documentation demonstrating this ability in the form of a brief plan of how they will meet the requirements of the PWS. 3. Price- All proposals submitted will be evaluated for Technical Capability, Past Performance, and Price. The Government will issue an award to the Offeror whose proposal is the most advantageous to the Government but not necessarily the lowest price. If all things are equal, the Offeror which is most advantageous to the Government may also be the lowest price determined to be reasonable IAW FAR 12.209. Offerors are encouraged to propose their best price. The Government will evaluate offers for award purposed by adding the total price all Line Items. The resulting contract from this solicitation will be a firm-fixed price contract.
