Description
# Ref Question Answer 1 PWS Section 1.0 PWS Section 1.0 states, "A combination of task team sizes may be utilized to obtain the appropriate level of resources needed to provide the support requested". Would the Government please clarify if this statement is intended to read as task "and" team sizes? In other words, the Government may exercise any combination of optional tasks and team sizes? During the intake the process, the VA will evaluate the application needs and determine tasks to be exercised along with the required team size. 2 PWS Section 1.0 PWS Section 1.0 states, "The core requirement is to provide a team to support the application/system specified in PWS sections 5.4 - 5.7 for the base and each option period". However, the base and each option period are currently listed as PWS Sections 5.5 - 5.9. Would the Government please clarify and/or revise accordingly? The PWS will be corrected, the correction PWS sections are sections 5.3 to 5.15. 3 PWS Section 5.3 PWS Section 5.3 states, "For the base and each option period, the Contractor shall provide one Team to perform the following O&M activities for the application/system specified in Sections 5.4 - 5.7". However, the base and each option period are currently listed as PWS Section 5.5 - 5.9. Would the Government please clarify and/or revise accordingly? PWS will be corrected, the correction sections are 5.5-5.9. 4 Overall Section 5.3 includes the table that lists required team sizes and dedicated FTEs per Team (for core and non-core systems). Section 5.4, however, does not include team sizing requirements. Furthermore, Optional Task 2 (Section 5.11) states, "The Government will determine the necessary size for each application IAW Section 5.4 requirements...". Would the Government please confirm if the same sizing requirements shown in 5.3 will also apply for 5.4? Not all tasks are sized by team size. Some tasks, such as help desk, are sized by the ticket volume ranges and data migration is sized by number of records to be migrated. This information will be listed in the Schedule B. 5 Overall A sizing table does not exist for Optional Tasks 3, 5, and 6. Does sizing of these tasks require a reference to Section 5.3 as well? Otherwise, please clarify how Optional Tasks would be sized based on applications/systems added to the TO. Not all tasks are sized by team size. Some tasks, such as help desk, are sized by the ticket volume ranges and data migration is sized by number of records to be migrated. This information will be listed in the Schedule B. 6 PWS Section 4.6 and PWS Section 5.3 When describing the team sizes in Section 4.6, "non-core" only lists two sizes (large and XL) and "core" includes all five sizes. In Section 5.3, however, "non-core" lists FTE counts for all five sizes and "core" includes FTE counts for only three sizes (M, L, XL). As such, there is a discrepancy between team sizes for core and non-core between PWS sections 4.6 and 5.3. Would the Government please confirm if the team sizes in Section 5.3 are correct and/or revise both PWS sections 4.6 and 5.3 accordingly? VA will not require XS and Small team sizes for core systems since these systems are usually larger and more complex systems. 7 PWS Section 5.4 Paragraph two states Any incidents, and requests that are specifically related to C&EMS applications/systems supported under this TO shall be forwarded to the Contractor s Service Desk. Is the government referring to the contractor using the VA s ServiceNow implementation? Yes 8 PWS Section 5.4 With regard to the service desk topic, is the contractor required to provide its own service desk tool? Contractor must use VA approved tools. It is expected that Service Now will be used. 9 PWS Section 5.12 In the table of performance targets, what is the definition of Resolution in the Activity titled: Resolution time based on time ticket was acknowledged? This is saying that to calculate the total time to resolve, The Resolution time = Time Resolved Time Acknowledged (not the time the ticket was created). 10 PWS Section 5.12 In the table of performance targets, does the Resolution time based on time ticket was acknowledged requirement include the task to perform code changes to nationally released software?
