Description
The purpose of this notice is to inform all parties the United States Navy, Space and Naval Warfare Systems Command (SPAWARSYSCOM), on behalf of Fleet Readiness Directorate (FRD) 300, intends to award a Sole Source contract to The Marlin Alliance located in 3990 Old Town Avenue, Suite C-205, San Diego, California 92110-2933, an Economically Disadvantaged Women Owned Small Business (EDWOSB) under the authority in accordance with 10 U.S.C. 2304(c)(5), as implemented by FAR 6.302-5(b) (7), Authorized or Required By Statute and the procedures of FAR 19.1506(a) [15 U.S.C. 637(m)]. This effort provides services for the continued support of the automated Cyber Baseline capability with the goal of improving this capability, populating the baseline with more ships' data, and integrating the Cyber Baseline with fleet configuration management systems. This effort includes: Program Management support and documentation, Systems Engineering analysis, planning and preparation, product support, baseline validation, system documentation, configuration management, software engineering, and cybersecurity. Technical Support for surveys and studies, and software support. System Implementation for surveys, analysis and reports, installation design, and installation. System Operability documentation and Life Cycle Logistics Support. The Marlin Alliance performed the initial development of the Cyber Baseline and optimized the product for consumption in low bandwidth environments. Processes and procedures were developed for integrating and consolidating disparate data from SPIDER/CAPS, eMASS, VRAM, SAILOR, CMPro, NSERC, and NDE into one message (called the Cyber baseline). The knowledge gained through the above experience has given Marlin a unique knowledge and awareness of critical information delivery methodologies through the Cyber baseline. Without Marlin to maintain and deliver the Cyber baseline information to the warfighter that no other EDWOSB is positioned to do, the Government will risk gaps in the quality of information delivered. This notice of intent is neither a request for competitive proposals nor a solicitation of offers. A solicitation will not be posted. However, responsible EDWOSB sources may submit a capability statement which will be considered by the agency. Capability statements due no later than fourteen (14) calendar days from date of synopsis. The anticipated contract will utilize a cost-plus-fixed-fee pricing structure, include a twelve (12) month base period, and a twelve (12) month option period. The estimated value of this effort, inclusive of all options periods, is $3.9M. The NAICS for this procurement is 541512 (with a Small Business Size Standard of $27.5M). A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
