- NOTICE OF CONTRACT ACTION: The Department of Veterans Affairs Strategic Acquisition Center intends to enter into five (5)sole source Indefinite Delivery Indefinite Quantity (IDIQ) contracts with the following vendors: BioHorizons (2300 Riverchase CTR Hoover, AL, 35244-2808), Dentsply (590 Lincoln St. Waltham, MA, 02451-2173), Nobel-BioCare (22715 Savi Ranch Pkwy Yorba Linda, CA, 92887-4609), Straumann (60 Minuteman Rd., Andover, MA, 01810-1008), and Zimmer Biomet (4555 Riverside Dr. Palm Beach Gardens, FL, 33410-4200). The proposed sole source action is to establish source(s) of supply that will provide dental implants and ancillary items to Veterans serviced in the VHA Dental Program at Veterans Affairs Medical Centers (VAMCs) throughout the United States and its territories. Dental Implants are defined as any device replacing one or more missing teeth and, if required, associated structures. This is a broad term which includes abutment crowns and abutment inlays and onlays, bridges, dentures, obturants, and gingival prosthesis. The objective is to obtain easily accessible, quality products, and volume based-discounts by establishing enterprise wide firm-fixed price (FPP), IDIQ, sole source contracts with the vendors that historically represent the highest spending and meet the goal of this requirement. The statutory authority permitting other than full and open competition is 38 U.S.C. § 8123 and 41 U.S.C. § 3304(a)(5), as implemented by 48 Code of Federal Regulation (C.F.R.), Federal Acquisition Regulation (FAR) § 6.302-5(a)(2)(i), Veterans Affairs Acquisition Regulation (VAAR) § 806.302-5(b)(1), and 41 U.S.C. 253(c)(5) Authorized by Statute. In accordance with 38 U.S.C. § 8123, the Secretary may procure prosthetic appliances and necessary services required in the fitting, supplying, and training and use of prosthetic appliances by purchase, manufacture, contract, or in such other manner as the Secretary may determine to be proper, without regard to any other provision of law. The North American Industry Classification Systems (NAICS) code for this requirement is 339114 - Dental Equipment and Supplies Manufacturing. The size standard is 750 employees. This notice of intent is not a request for Expressions of Interest (EOI), proposal or quotations. This is a written notice to inform the public of the Government's intent to award on a sole source basis for the required dental implant and ancillary items.
