Description
This synopsis is hereby issued in accordance with FAR 5.203. The purpose of this synopsis is to announce that the Naval Information Warfare Center Pacific (NIWC Pacific) intends to solicit, negotiate, and award a Cost-Plus-Fixed-Fee (CPFF) type contract and subsequent modifications on a sole-source basis to Lockheed Martin Corporation (Cage: 52088) located at 9500 Godwin Dr. Manassas, VA. The requirement is to provide systems engineering, software design/development, integration, testing, installation, training, management support, and system documentation for the continued modernization of the Office of Naval Intelligence (ONI) Measurement and Signature Intelligence (MASINT Enterprise for Global Acoustic Intelligence (ACINT)) (OMEGA) System. This effort is referred to as Increment 2, and is a continuation of the Increment 1 system development. Increment 2 will deliver automation improvements, contact track reconstruction, technical measurements, modeling and visualization, and enable worldwide remote access to modernized ACINT Processing, Exploitation, and Dissemination (PED) capabilities. The ACINT Modernization (AMOD) Program delivers fully integrated ACINT PED capabilities, presently implemented in separate standalone applications, as well as new capabilities, in an enterprise-wide, open architecture system with high-performance processing, sophisticated Enterprise Content Management (ECM), net-accessible services, web-based applications, and shared data spaces. A draft Statement of Work (SOW) is attached. The Government anticipates the resultant contract will be for a three (3) year period of performance beginning on/around 01 April 2020. The Government estimates the effort (total contract value) to be between $50M and $100M. The applicable NAICS Code is 541512 and the business size standard is $27.5 million. The applicable Service Code is AD25 Operational Systems Development. The Government intends to negotiate solely with Lockheed Martin Corporation under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. FAR Part 15 Contracting by Negotiation applies. Please be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any responsible source believing that it can fulfill the requirement may submit a capability statement which shall be considered by the agency. Interested parties must clearly show the firm's ability to be responsive without compromising the quality, accuracy, and reliability of services provided. Capability statements, comments, questions or concerns regarding this notice may be submitted via e-mail ONLY to Israel.alvarado@navy.mil before 06 June 2019 at 4:00 PM Pacific. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
