This request is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential qualifications of Small Businesses, Service Disabled Veteran-Owned Small Businesses, and Veteran-Owned Small Business firms relative to the North American Industry Classification Code (NAICS) 511210; Software Publishers. (Quantity of 1) (Item number 1625768); Description: CDW Configuration Center Priority Service The Jesse Brown VA Medical Center, located in Chicago, IL, 60612-4223 has a need to acquire a heart imaging software system. Specifically, The VA is in need of a Web-based medical image management technology and services. The VA requires WebPAX PACS system, a medical image workstation that receives, processes and stores various scans and provides image access to various physician users. This type of technology is essential when specialized team doctors are in different places, but accurate diagnosis is crucial to saving lives. Within this required software solution, the VA will need a web-based workstation that incorporates the cardiovascular magnetic resonance (CMR) workflow solution. The VA requires the CMR workstation solution to be browser-based for easy access. This CMR solutions needs to combine medical image viewing, analysis and reporting into one comprehensive, cloud-based platform. Multi-user collaboration via the cloud and accelerated image post-processing must be incorporated by a patented zero-footprint WebPAX technologies system. Required post- processing tools include quantifying cardiac ejection fraction, blood flow velocities, T1/T2 relaxation times, and 3D multi-planar reconstruction. Also required is single-mouse-click de-identification of patient date and real-time, cloud-based sharing of diagnostic quality CRM and CCT scans, which will enable physicians to quickly send images to referring physicians and colleagues. Required within the software solution system must be detailed structed reports which further support extensive research and data mining across users without compromising date security. This heart imaging software system must also be compatible with The VA s existing PACs system and CPRS reporting system. The place of performance is Department of Veterans Affairs, Jesse Brown VA Medical Center, 2030 West Taylor, Chicago, IL 60612-4223 ** To prevent Gray Market Items within the VA, the following is also placed within this sources sought notice: ** (a) Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers.   No remanufactures or gray market items will be acceptable.  (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM.   All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract.   Accordingly, the VA reserves the right to enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.   THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION.
