- Department of Veterans Affairs Veterans Health Administration (VHA) Sources Sought Notice Preventative Maintenance and Service on 2 Beckman Coulter Ultracentrifuges for the VA Medical Center, West Haven CT facility. This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of your company s offered services and capabilities. The Government will not pay any costs for responses submitted in response to this Source Sought Notice. This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the service requirement described below. Vendors are being invited to submit information relative to their potential to fulfill this requirement, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. The Veterans Health Administration (VHA) is seeking to obtain Preventative Maintenance and Service on 2 Beckman Coulter Ultracentrifuges. The services shall be provided in a state-of-the-art civilian medical facility. The standard of services shall be of quality; meeting or exceeding those outlined in the licensing and accreditation section as described below. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. A. GENERAL INFORMATION Preventative Maintenance and Service on 2 Beckman Coulter Ultracentrifuges for the VA Medical Center, West Haven CT facility. B. EQUIPMENT: (1) Optima XE-90-IVD (1) Optima TLX, CE, 120V, 60Hz C. SCOPE: The contractor shall provide all labor, tools, travel, supplies, materials, on-site training, engineering modifications, parts, supervision and the necessary equipment to perform annual preventive maintenance (PM) on Beckman Coulter Ultracentrifuges. Services shall include cleaning, inspecting, adjustments and calibration to maintain equipment to OEM specifications. Contractor shall provide annual PM by a trained technician. The primary goal of the PM visit is to check the accuracy of each unit s operation, and to recalibrate as required. On-site service support and 24-hour technical phone support. D. QUALIFICATIONS: Technicians shall be certified through Beckman Coulter to service equipment. The Contracting Officer may request copies of certifications. E. Confidentiality Plan and Data Security Procedures Contractor personnel will not have access to secure or sensitive data. The service under this contract is not used for collection or storage of personal or confidential data of Veterans or non-veterans. F. INSPECTION AND ACCEPTANCE CRITERIA Final inspection and acceptance of all work performed, reports and deliverables will occur at time of service. Contractor shall provide the Facility POC a written report of services provided. G. CHANGES TO STATEMENT OF WORK Any changes to this SOW shall be authorized and approved only through written correspondence from the VA s Contracting Officer (CO). A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the CO shall be borne by the contractor. H. SECURITY No patient data regarding Veteran nor non-veteran will be used in this service. RESPONSE COMMITMENT I. NOTES: A. Eligibility to participate in a future acquisition does not depend upon a response to this notice. C. Proprietary information is neither requested nor desired. If such information is submitted, it must clearly be marked "proprietary" on every sheet containing such information, and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., use an attachment or exhibit). Notes: 1. This Sources Sought is for planning purposes only, and does not constitute a commitment, implied or otherwise, that a procurement action will follow. The Department of Veterans Affairs will use the information submitted in response to this notice at its discretion and will not provide comments to any submission; however, The Department of Veterans Affairs reserves the right to contact any respondent to this notice for the sole purpose of enhancing The Department of Veteran Affairs understanding of the notice submission. 2.
