Description
This sources sought, in accordance with FAR Part 10, is to conduct market research on industry capability to provide canine detection services during watercraft inspections for zebra and quagga mussels for the Department of Interior, National Park Service, at Amistad National Recreation Area. This is a Sources Sought ONLY. The synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited; no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided other then market research. The Government reserves the right to consider a small business, 8(a), or any other set aside arrangement as deemed appropriate based on the responses for this notice. If you are interested, please submit your detailed capabilities in writing to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. The Government anticipates conducting a negotiated, competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition. Misrepresentation of size status can result in penalties (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.-see 13 CFR 121.108). Please refer to current SBA guidance and Title 13 Part 126 Subpart B of the Code of Federal Regulations (CFR) regarding HUBZone firms. All firms should be registered and certified in www.SAM.gov. Analysis of the quality of responses to this sources sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. NAICS Code: 541620, Environmental Consulting Services PSC Code: F999, Other Environmental Services, Studies, and Analytical Support Estimated Period of Performance: Base period plus three option periods. Each period will include two engagements of approximately 5 weeks each in the spring/fall. Project Description: Certified canine and handler services are required to perform watercraft inspections, marinas and shoreline searches for the detection of zebra and quagga mussels. Inspections and searches will be required two time during the year. Five weeks during the spring, and five weeks during the fall. Contractor is expected to work 4-6 hours per day, and shall attend media and public events as required during the two periods of service per year. Dogs shall be certified in mussel detection and accompanied by a certified dog handler. Dog handler shall be WIT 2 certified (Watercraft Inspection Training) to serve as a backup inspector for NPS staff for short 10-15 minute periods during staff breaks. Project Location: This project is located at the Amistad National Recreation Area, 10477 Highway 90 West, Del Rio TX 78840. The Government anticipates award of one (1) firm-fixed price service contract. All relevant input is encouraged. The formal closing date for this Sources Sought is 5:00 PM Mountain Standard Time on Friday 7 June 2019. No extensions will be granted.
