Description
This sources sought, in accordance with FAR Part 10, is to conduct market research on industry capability to replace a deteriorated water system for the Department of Interior, National Park Service, at Amistad National Recreation Area. This is a Sources Sought ONLY. The synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited; no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided other then market research. The Government reserves the right to consider a small business, 8(a), or any other set aside arrangement as deemed appropriate based on the responses for this notice. If you are interested, please submit your detailed capabilities in writing to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. The Government anticipates conducting a negotiated, competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition. Misrepresentation of size status can result in penalties (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.-see 13 CFR 121.108). Please refer to current SBA guidance and Title 13 Part 126 Subpart B of the Code of Federal Regulations (CFR) regarding HUBZone firms. All firms should be registered and certified in www.SAM.gov. Analysis of the quality of responses to this sources sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. NAICS Code: 237990, Other Heavy and Civil Engineering Construction PSC Code: Z2NE, Repair or Alteration of Water supply facilities Estimated Cost Range: $500,000 - $1 Million Estimated Period of Performance: To be determined Project Description: Replace Deteriorated Water System at Diablo East. Project will include abandonment of existing water main, service lines, and appurtenances; new HDPE water mains and water services with connections to existing; tracer wire and access stations; gate valves, hydrants, water service lines, curb stops, and appurtenances; RPZ valves and air release valves; and fiber conduit, access boxes. Contractors must have experience installing HDPE water systems, and experience in HDPE pipe fusion welding. Project Location: This project is located at the Amistad National Recreation Area in remote southwestern Texas, 150 miles west of San Antonio, Texas on TX Hwy 90. The work site is at the Diablo East area of the Park, approximately 3 miles from the US/Mexico border. Del Rio is the nearest town offering lodging, gasoline, repair services and food. Heavy Construction Wage Determinations for Val Verde County, Texas are anticipated. Project will be constructed under a single prime contract. The Government anticipates award of one (1) firm-fixed price construction contract. All relevant input is encouraged.
