Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. NO FORMAL SOLICITATION IS BEING REQUESTED UNDER THIS NOTICE. This Sources Sought Notice is for market research purposes to identify interested firms for the potential requirement detailed below. The North American Industry Classification System (NAICS) code is 334516 (Analytical Laboratory Instrument Manufacturing) and the size standard is 1,000 employees. The Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement, should it come to fruition. The U.S. Geological Survey Geology, Geophysics, and Geochemistry Science Center (GGGSC) located at the Denver Federal Center, requires a high-resolution confocal laser Raman microscope. This high-resolution confocal laser Raman microscope will support projects within the Geology, Geophysics, and Geochemistry Science Center (GGGSC), as well as projects from other programs and Science Centers within the USGS. The general requirements for the instrument are provided below, with additional technical specifications that shall be met or exceeded. 1. All equipment, computers, software, lasers, optics, and other components necessary to operate the instrument. 2. Includes spare parts/consumables kit intended to last for at least the first 12 months of operation. 3. Includes installation, calibration, and testing of all equipment, including on-site verification of all technical specifications conducted by a factory-trained and certified service engineer. A copy of the factory tests of the instrument shall be provided for comparison with the on-site results. 4. A minimum one-year warranty at no additional cost to the USGS, including hardware and software, shall be provided and described. The warranty period shall begin at the time of final acceptance of the instrument, once it has been demonstrated to meet all of the specifications provided herein. 5. Includes on-site training by a factory-trained and certified service engineer for up to five personnel and the access to Raman expertise, support, and training after the installation. 6. The high-resolution confocal laser Raman microscope offered to the USGS shall be new. 7. The high-resolution confocal laser Raman microscope shall be an all-inclusive system with microscope, motorized stage, joystick, software, objectives, optics, filters, laser, spectrometer as one integrated, tested, and proven unit. 8. The high-resolution confocal laser Raman microscope shall be computer controlled with modern, supported, user-accessible, easy-to-use software. Free life-time upgrades of the software shall be provided. 9. The high-resolution confocal laser Raman microscope shall a large range of light capability from visible to 2200nm. 10. The high-resolution confocal laser Raman microscope shall have two lasers 532nm and 786nm will all necessary coupling optics and filters. 11. The high-resolution confocal laser Raman microscope 786nm laser and optics shall be equipped to be compatible with a UV range laser (for future upgrade). 12. The high-resolution confocal laser Raman microscope shall include all transfer optics. 13. The high-resolution confocal laser Raman microscope shall have a stigmatic spectrometer with at least two gratings. 14. The high-resolution confocal laser Raman microscope shall have multiple objectives with a wide variety of magnification (5x-100x VIS). 15. The high-resolution confocal laser Raman microscope shall have covered a wide spectral range free of aberration. 16. The high-resolution confocal laser Raman microscope shall have a high-resolution motorized stage (0.01um minimum Z step size and 1um X and Y step size). 17. The high-resolution confocal laser Raman microscope shall have environmental safety features that include covers and enclosures. All business concerns who believe they can responsibly provide this type of product/service should submit the following information to the contracting officer. 1. Capability statement describing information in providing the product/services described above. 2. The firm shall specify that they are either a small business (8(a), HUBZone, SDVOSB, etc.) Or other than small business under the NAICS Code listed in the announcement. 3. The firm shall provide a point of contact name and e-mail information, and the firm ¿s Cage Code, and D&B Number. NOTE: All information submitted in response to this announcement is voluntary - the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Materials submitted to the Government for review will not be returned. Respondents will not be notified of the results of the evaluation. This is not a request for quotations. The Government does not intend to award a contract based on responses received under this announcement. In order to be responsive to this Notice, a firm must provide the appropriate documentation for consideration no later than 2:30 p.m. Mountain Daylight Time (MDT) on May 29, 2019. Responses that do not comply with these procedures will not be considered.
