Description

This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the United States Department of the Army's intent to issue, on a sole-source basis, a firm fixed-price contract to Innovative Technologies, Inc. to provide services to update programming and functionality internal to the Visual Information Ordering Site (VIOS) used by the Enterprise Multimedia Center located at Joint Base Langley-Eustis, VA. Under the authority of Federal Acquisition Regulations (FAR) Part 6.302-1, the Contracting Officer has determined that the circumstances of the contract action deem only one responsible source and no other supplies or services will satisfy agency requirements. This action is being requested on a sole-source basis due to the proprietary nature of VIOS software which limits the sources that are capable of reprogramming and updating the VIOS system without significant undue costs to the Government. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (22-MAY-2019); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
