Description
Under Statutory Authority U.S.C. 253(c)(1) the Government anticipates entering into a sole source procurement negotiations with Intelligent InSites, Inc. to provide annual preventive maintenance and support of Intelligent InSites Real Time Location System (RTLS) User Interface Software supporting the VA VISN 21 facilities Asset Tracking (AT) applications. The above authority is cited and justification made based on the determination that the Government's minimum needs can best be satisfied by services available from one source. This announcement is for services for which the Government intends to solicit and negotiate with only one source under FAR 6.302-1. Other persons may identify their interest and capability by responding to this requirement by May 29, 2019, 2:00 PM Pacific Standard Time. This notice of intent is not a request for competitive proposals. However, all interest received on or before May 29, 2019, 2:00 PM Pacific Standard Time will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available. Service providers must have been engaged in maintaining/servicing the equipment listed for a minimum of 5 years. At a minimum, the Contractor shall provide Intelligent InSites RTLS User Interface Support Monday through Friday, 8:00 AM to 4:30 PM Pacific Time. For RTLS preventive maintenance, the Contractor shall: Perform the modification to Intelligent InSites software and operational configurations to maintain and improve system performance, and to detect and correct latent faults in software products before they become operative faults. Monitor the performance of the Intelligent InSites RTLS User Interface software, verify that performance thresholds identified in the SOP are within nominal operating range, and take corrective action necessary to mitigate or relieve RTLS performance deviations. The Contractor shall log and notify VA of any performance deviation, and any known or suspected rationale for the deviation. Conduct Routine RTLS O&M in accordance with RTLS Standard Operating Procedures (SOP) and engage in an ongoing inspection of RTLS to identify operative and latent defects in RTLS functions, software scripts and configuration. The Contractor shall make actionable recommendations that address any defects detected. Coordinate with VA POCs to shut down, reboot or restart RTLS and RTLS-Dependent Systems, following VA or RTLS IT maintenance, recovery or software patching. For RTLS corrective maintenance, the Contractor shall: Perform software troubleshooting to identify and isolate faults causing any failure or degradation of service in RTLS systems. Correct and restore all faulty or replacement RTLS systems to the standard operational recovery point objective specified in the SOP. This includes all faults correctable by common maintenance services, to include, but not limited to: restarts, patching, upgrades, memory recovery, data cleansing and configuration changes. Log all failures and faults detected, corrective actions taken, and the operational time to restore. For RTLS Intelligent InSites software updates or upgrades, the Contractor shall: Perform the provisioning, installation, configuration, update or upgrade of RTLS software to mitigate the development of future faults, correct latent faults, rectify operative faults, restore nominal operations, or enhance component and system performance/capacity. InSites software has a major release approximately every 9 months, with minor patches provided as necessary. Notify VA in advance of installing new releases and upgrades. The Contractor shall delay or terminate any planned update and upgrade, at the direction of the VISN PM. Perform the installation of software patches, new releases and software updates in the pre-production environment to determine their impact prior to implementation in the production environment. New releases and upgrades may provide new functionality as well as any needed system corrections. The Contractor shall perform all software maintenance and configuration within the response times required and documented in the RTLS SOP. The installation, operation, maintenance, updating, and patching of software shall not alter prior configuration settings or those from the VA approved configuration. Due to the criticality of these systems, service providers must have a field service representative who has received maintenance training specific to the equipment/software listed above and provide response times indicated below: Interested service providers must provide evidence of appropriate training/certifications for field service representatives providing services for the equipment/software listed above. Failure to provide this information will be considered non-responsive and will not be considered a viable source.
