Description: This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The RFQ number is N0060419Q4043. This solicitation documents and incorporates provisions and clauses in effect through FAC 2019-02TA and DFARS Publication Notice 20190215. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106(b)(1)(i). A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. PERIOD OF PERFORMANCE:30MAY2019 TO 31MAY2020 The final contract award will be based on a combination of factors to include price, timely on island delivery and customer technical acceptability. System for Award Management (SAM). Quoter must be registered in the SAM database to be considered for award. SUBMISSION REQUIREMENTS: Please review the PWS, the Combined Synopsis Solicitation and provide the required statement taking no exceptions to the PWS then return along with the completed FAR 52.212-3 and ALT 1 and FAR 52.222-48. Quoters shall include completed FAR forms with quotes. In order to be technically acceptable, Quoter must make a statement taking no exception to the PWS when submitting requested documentation and submit completed/applicable FAR forms. Invoices shall be submitted by electronic submission through Wide Area Work Flow (WAWF). This announcement will close at 1700 HST on Friday, 24MAY2019.
