Solicitation Number: 6973GH-19-R-00114 Notice Type: Request for Proposal NOTE: Questions are due NLT 24 May 19 @1400 CT and Proposals are due NLT 10 June 19 @1400 CT. The Federal Aviation Administration (FAA) owns and operates three (3) Challenger 601, one (1)Challenger 604, and two (2) Challenger 605 aircraft that are powered by General Electric (GE) CF34 3A1 and CF34 3B engines and Auxiliary Power Unit (APU). The FAA Challenger aircraft modified with flight inspection equipment to meet special FAA mission requirements. The FAA-owned GE CF34 3A1 and CF34 3B engines are maintained by the FAA Flight Program Operations Aircraft Maintenance Directorate and FAA-approved maintenance facilities. Maintenance is performed In Accordance With (IAW) Flight Program Operations policies and programs, the Title 14 of the Code of Federal Regulations (14 CFR) Part 135, and GE manuals and specifications. The attached Statement of Work (SOW) describes the requirements for an Engine Management Program that provides coverage for the cost of scheduled and unscheduled maintenance for six (6) GE CF34 3A1 and six (6) GE CF34 3B engines owned by the FAA. The engines must be maintained in airworthy and reliable condition to ensure aircraft availability that supports the FAA missions. Twelve (12) engines are installed on six (6) FAA Challenger aircraft. The Contractor must provide an engine management program proposal for six (6) GE CF34 3A1, six(6) GE CF34 3B engines, and APU identified in Appendix 1 of the SOW. The program must provide coverage for the cost of scheduled and unscheduled engine maintenance including parts, labor, engine transportation, engine rentals, and other tasks as described. The cost of the engine maintenance, parts, and support tasks described in Section 3.1 (SOW) must be provided and billed as a cost per engine operating hour. Other support tasks and services are necessary to maintain the engine in airworthy condition and ensure availability of the FAA Challenger aircraft. The other support tasks and services described in Section 7.0 (SOW) will be considered as Over & Above (O&A) actions. The Contractor may use a commercially available engine maintenance program as part of the FAA Engine Management Program. The Contractor will be responsible for administration of any commercial programs and payments to the program supplier if a commercial program is used. The Contractor must possess the skills and capabilities necessary to provide an engine management program and the tasks described in the SOW. In addition, the Contractor must provide Auxiliary Power Unit (APU) drop in maintenance for Repair, Hot Section Inspection, and Overhaul as required based on unit inspection. APU model types are GTCP36- 150(RJ) and GTCP36-150(CL).
