Description
Project Title: Reconstruct Boat Ramp and Finger Piers at Davis Bayou Boat Launch Location: Gulf Islands National Seashore, Ocean Springs, Jackson County, MS Amendment 0002 revised bid guarantee amount to 20 percent of the bid price. This a PRESOLICITATION NOTICE of a proposed contract action. The primary purposes of the notice are to improve small business access to acquisition information and enhance competition by identifying contracting and subcontracting opportunities. The Government Point of Entry (GPE) may be accessed via the Internet at https://www.fbo.gov. All publicizing and response times are calculated based on the date of publication. The publication date is the date the notice appears on the GPE. The notice must be published at least 15 days before issuance of a solicitation. This announcement constitutes the National Park Service intention to release a solicitation for marine construction services to demo the existing and reconstruct the public boat launch ramp and finger piers at the Davis Bayou Area of Gulf Islands National Seashore in Ocean Springs, Jackson County, Mississippi. This proposed acquisition is set-aside 100% Total small business. The assigned NAICS code is 237990 Other Heavy and Civil Engineering Construction with a Small Business Size Standard of $36.5 million. The NPS encourage maximum participation by small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns alike. The magnitude of this requirement has an estimated price range between $250,000 and $500,000. This period of performance will be 120 Days after Notice To Proceed. A single, firm-fixed price contract for minor construction upon navigable waters is anticipated to be awarded to a responsive, responsible Marine Contractor that is licensed, insured [USL&H and General Liability coverage] and bonded in the State of Mississippi. Contractor shall furnish all labor, materials, equipment, supplies, supervision and incidentals required under the contract documents in order to successfully execute contract and ensure the structural integrity of piers and other structures are built to last for generations to come. Work includes, but not limited to the following TASKS: Mobilization/Demobilization Demo and remove existing three piers and concrete slab -- Remove existing piers and piling -- Remove old broken slab -- Dispose of or recycle removed material offsite in approved facility Install and remove cofferdam, approximately 178 LF -- Recommend PZ-27 or equal steel sheeting --| Utilize 30 LF sheeting on front face --| Utilize 20-25 LF sheeting on side walls --| Brace with H beam whaler and 30 LF H-beam piling for support Dewater of cofferdam cell -- Supply pumps and manning to dewater cofferdam area -- Install well sump areas Install new poured in place boat ramp slab -- Prep slab area and place a geogrid (Tensar BX1200 or equal) liner -- Install a 24" layer of compacted #610 limestone base material -- Construct two (2) slab areas 20' x 50' each on top of prepared area --| Install top 24" x 30" footer area with rebar a #5 rebar cage --| Install bottom 24" x 30" footer area with a #5 rebar cage --| Install main slab area, 8" thick with side footers 18" thick with #4 rebar grid on 12" centers --| Pour 4000 psi concrete Build new piers (3 each) -- Drive new 12" x 25 LF pilings, treated to 2.5 cca -- Install new headers and stringers -- Install top decking of new grid walk mini mesh FRP grating All work shall comply with all applicable federal, state and local building codes Material Purchase Certificate (MPC) Prior to beginning work, the prime contractor(s) is required to apply for a MPC for the contract. For non-residential contracts exceeding $75,000.00, the contractor's tax and any use tax due must be paid before work begins. An exception to paying the taxes due requires that a surety bond is filed with the DOR to guarantee payment of the taxes. All contractors without a physical location in Mississippi are required to prepay the taxes due or bond all contracts over $10,000. Contractors with a physical location in Mississippi are required to bond or prepay the taxes due on all contracts over $75,000. The 3.5% contractor's tax is imposed against the prime contractor and is due on all non-residential, commercial contracts regardless of whether or not the owner is a governmental, exempt, or non-profit entity. As example construction contracts for the U.S. Government, the State of Mississippi, a non-profit hospital, or a church are subject to the tax.
