- SYNOPSIS Cirium Fleets Analyzer Database Subscription at EPA NVFEL The U.S. Environmental Protection Agency (EPA), Assessment and Standards Division (ASD), National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, intends to purchase one (1) annual subscription with the option to extend the subscription for up to 4 additional years, to Cirium. The OAR NVFEL SACO anticipates awarding a single firm-fixed-price (FFP) contract to Cirium dba Reed Information. EPA has identified Cirium as the only contractor able to meet the requirements. EPA requires the purchase of annual database subscription to Cirium Fleets Analyzer Database. For the establishment of the new aircraft jet engine particulate matter (PM) emission standards, which would match the international PM standards adopted in February 2019, EPA is working with the Federal Aviation Administration (FAA) on a domestic rulemaking. We will be assessing the cost and emissions impacts of these standards to new in-production aircraft engines and new aircraft engine types. Also, EPA and FAA are working together on the current work remit for the International Civil Aviation Organization ¿s (ICAO) Committee on Aviation Environmental Protection (CAEP), and this remit includes the following tasks: assessing a CAEP8 NOx production cut-off for aircraft engine standards (for applying CAEP8 NOx standards to in-production engines), analyzing CO2 information and certification data from aircraft, and reviewing the level of the PM standards agreed to in February 2019. CAEP will make decisions on various issues related to these matters from now until 2022. To make a case for our positions on these tasks, we will need to have data on the worldwide commercial and business aircraft (and aircraft engines) fleet. Cirium Fleets Analyzer database is the only online product that provides this frequent of updates (2,500 updates each day) for all aircraft types (240,000 different aircraft) and engines which is accessible from any personal computer, anywhere (with a login and password). In addition, Cirium Fleets Analyzer enables the user to quickly -- within seconds -- query or calculate results on the fraction of the fleet that an aircraft or engine represents (e.g., U.S. or worldwide), which is essential information to have for our international and domestic deliberations (with other databases it could take the user a few days to tabulate the same information). Being able to quickly obtain such results is imperative to the success of our domestic PM rulemaking and negotiations for CAEP. Moreover, this fleet database is the only online product that provides quick access to the level of detail to precisely track aircraft and aircraft engine variants, which is necessary to support our domestic PM rule and CAEP positions. In addition, Cirium Fleets Analyzer database is the only online database that tracks the following aircraft transactions: new orders, new builds, weights, deliveries, all sales and lease events, and airframe/engine conversions. The database also captures any event which impacts the aircraft/engine variant. Also, Cirium Fleets Analyzer database uniquely captures airline fleet plans that include aircraft acquisition and retirement plans (including firm order backlog reports). Such fleet plan information is critical to understanding how new standards would affect and current and future aircraft and its engines, and subsequently impact an airline, airframe manufacturer, and engine manufacturer. Cirium Fleets Analyzer database allows the user to easily and quickly browse online and narrow any element of search results (e.g., simply type 737 and with all 737s listed, look down to the specific 737 series aircraft, just those currently operated in U.S., and the specific engine variant on these aircraft, etc.). These down loads are in Microsoft Excel formats that allow for further refinement of data. Also, Cirium Fleets Analyzer is utilized by aircraft and aircraft engine manufacturers, and it is important that we have access to this same aircraft fleet information for deliberations for our domestic rulemaking and CAEP tasks. The international airplane CO2 emission standards allow airplanes with 9 seats or higher to have different emissions limits. The Cirium Fleets Analyzer data base allows analysis of this class of airplanes, as compared to the other aircraft fleet databases that only have data for airplanes with a passenger seating capacity of over 30 seats. Cirium is the only known source who can provide the necessary information in their aircraft database that critical to aircraft emission standards and rulemaking. For the purpose of having up-to-date information for our domestic rulemaking and CAEP positions, it is crucial that we have the most current fleet information on items such as aircraft and aircraft engine future delivery dates, build dates, orders and retirements, and utilizing an online (internet based) database that is updated daily will fulfill this need. Constant access to this information will be necessary to help us during development of our domestic rulemaking and deliberations at CAEP-related meetings. Therefore, the Government intends to solicit with only one source under the authority of FAR 13.106-1(b)(1). This procurement will be conducted utilizing The North American Industry Classification System (NAICS) code is 511199: All other Publishers with a size standard of 500 employees. This procurement will be accomplished under the simplified and commercial item procedures under FAR Part 12 and 13. Interested firms may identify their interest and capability to respond to the requirements within 15 calendar days of the date of publication of this notice. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
