- Request for Information: Historic Preservation Maintenance Plan and Historic Structure Report for Bureau of Indian Affairs - Office of Justice Services, Vancouver Washington Clark County Description of the Requirement: The Bureau of Indian Affairs is seeking interested and qualified vendors capable of providing a historic preservation maintenance plan and historic structure report for its leased office space located on National Park Service property in Vancouver, Washington, in Clark County. The building is a wood framed, constructed in 1941 by the U.S. Army. The building originally served as office space for finance purposes and was renovated in 2017-2019. The 5,772-square-foot wood structure is listed on the Ft. Vancouver National Historic Site and it is also listed in the National Park Service List of Classified Structures. The end deliverables of this project will be a written historic structure report and preservation maintenance plan (in electronic pdf and Microsoft Word formats) for the historic preservation of Building 728. This report shall be prepared in accordance with the Secretary of the Interior's Standards for the Treatment of Historic Properties (36 CFR Part 68). The standards are located here: https://www.nps.gov/tps/standards.htm. Prior to acceptance and payment, the report /final deliverable under this award will need to be reviewed and approved by National Park Service (NPS) for NPS approval. The expected duration of the contract will be less than 60 days. The Service Contract Act minimum wage requirements will apply to this work. Attached is the wage determination for Clark County, Washington. To be qualified for this requirement, vendors must demonstrate the following professional qualifications: The minimum professional qualifications in historic architecture are a professional degree in architecture or a State license to practice architecture, plus one of the following: 1. At least one year of graduate study in architectural preservation, American architectural history, preservation planning, or closely related field; or 2. At least one year of full-time professional experience on historic preservation projects. Such graduate study or experience shall include detailed investigations of historic structures, preparation of historic structures research reports, and preparation of plans and specifications for preservation projects. How to Respond to this Request for Information: Interested vendors may add their company information to the Interested Vendors list associated with this notice, or interested vendors may submit their company name, business size under NAICS code 541350, Building Inspection Services, size standard $7.5 Million, and evidence of professional qualifications to the Contract Specialist via email. Due date for submission of company information and qualifications is no later than 5 pm ET on June 12, 2019. The Bureau of Indian Affairs is required to set aside for Indian Small Business Economic Enterprises (ISBEEs) before considering all other sources. ISBEEs interested in this requirement must demonstrate their company has the required professional qualifications noted above. In addition, ISBEEs should note that if this requirement is set aside for ISBEEs, Federal Acquisition Regulation (FAR) clause 52.219-4, Limitations on Subcontracting (Jan 2017) will apply, requiring the prime contractor who receives the award to perform a minimum of 50% of the work under the contract. Other types of small business sources may submit their company information but they are advised that BIA is required to consider ISBEE firms before considering other small businesses. Information received in response to this Request for Information will be considered by the government for information purposes only to determine the procurement method and set-aside decision.
