Description
INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single, Firm-Fixed-Price contract for the design bid build Expand Pharmacy and Renovation Construction Project at the New Mexico VA Health Care System (HCS). PROJECT DESCRIPTION: The purpose of this project is to expand the pharmacy space on station. The work will require relocating the Canteen Store to an addition built expanded in a northwesterly direction off the main floor of Building 41, the main hospital building. After the expansion is built and Canteen Store has relocated, the old Canteen store will be renovated for the Pharmacy to expand operations into that location. After the old Canteen Store location is renovated, the main Pharmacy area will be renovated. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for the Expand Pharmacy in Building 41, at VAHCS, Albuquerque, NM as required by drawings and specifications. Renovation of the main Pharmacy Area will require off hours work as the Pharmacy is staffed 24/7 for continued operations to support the hospital and work will be performed after 7:00 pm on weekdays and/or weekends and occasional holidays. This includes any work which could potentially block access to the facility or cause disruption to the normal operations of the medical center. The work will have to be carefully planned and phased for minimal disruption to medical center activities. Under no circumstances will any area of the building be shut down and all services must remain operational. Under no circumstances can there be utility outages, including brief cutovers anywhere on the campus without the express written consent of the COR. The contractor shall plan and forecast upcoming work which may disrupt normal operations or interfere with staff or patients and report these in the weekly meetings. It may be necessary to postpone or reschedule work to accommodate the needs of the medical center. All such time shall be included in the base bid and will not be billable to the government. ADMINISTRATIVE: The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of 36.5 million. The solicitation will be issued on or about July 1, 2019. The period of performance is approximately 728 calendar days from the issuance of the Notice to Proceed. This notice is NOT a request for competitive offers. The Magnitude of Construction is expected to be between $5,000,000 to $10,000,000. All questions must be submitted in writing to the issuing office via email to douglas.kustra@va.gov.
