- Page 2 of 2 INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single, Firm-Fixed-Price contract using design-build selection procedures for the Correct Mechanical Deficiencies project at the Minneapolis VA Medical Center (VAMC). PROJECT DESCRIPTION: The contractor shall provide all design and construction services to Correct Mechanical Deficiencies at the Minneapolis VAMC. The deficiencies are described in sections 1 through 6 below. The design phase has been completed for all items in 1, while the design phase for items in sections 2 through 6 require varying amounts of design input to complete construction documents. The remaining design effort for sections 2 through 6 is described below. Item 1 Building 10: Replace underground water main in the vicinity of Buildings 9/10/11. Building 49: Replace a damaged portion of downstream of exhaust fan #2 and reinsulate. Replace 15 roof-mounted exhaust fans. Remove five unused/abandoned fans and associated ductwork overhaul chiller including the rebuilding of vanes and replacing motor bearings. Building 68: Remove and replace existing rooftop air handling units (3). Building 70: Upgrade waste handling system, including new doors, fan, dry scrubber, floor coating in the dumpster area. Also, cleaning of the excessive buildup will be completed before component replacement. Remove and replace (28) linen chute access doors. Upgrade pneumatic tube delivery system to include standalone ethernet system. Ward 1D corridor and nursing stations will be provided with the correct sprinkler heads (existing sprinkler heads are concealed, and recessed type is required). Revise Sprinkler Mains in 1Q for access to the drain system. Relocate piping, valves, and controls. There are (11) domestic water risers that extend from the basement through the fourth floor; HW, CK, HWR. New branch valves at each riser are required; quantity (~185). Replace eighteen (18) outside air dampers located in mechanical rooms throughout the building. Building 78: Re-venting of existing boiler exhaust in the parking garage to terminate away from the sidewalk. Item 2 Consists of providing two each air cooled, oil-free, VSD, 25 hp air compressors with integrated dryer. These air compressors serve the facility laboratory and are located in the basement of Building 70, Room BD-101. The air compressors are to be procured by the design-build contractor and installed by VA Pipe Shop staff. Item 3 Consists of replacing two each cooling tower condenser pump motors; 69-P2 and 69-P3, associate VFD s and circuit breakers. There are currently four each cooling tower/chiller combinations located in Building 69 (Energy Center) providing chilled water to the Minneapolis VAMC campus. Of the four current condensate pump motors/VFD/Circuit Breakers, one is new, one is approximately eight years old, and two are original to the facility (~35 years old). These two original motors, (Numbered 69-P2 and 69-P3) VFD s, and circuit breakers are past their useful life and need to be replaced as they are high-reliability equipment. The one new motor/VFD/Circuit breaker was replaced in 2019 as part of a project replacing 3 of the four cooling towers and other ancillary equipment. Item 4 Consists of the installation of a steam coil into AHU 27. The VA purchased this steam coil and requires only the installation. Item 5 Consists of installing upgraded boiler controls on each of 4 boilers located in Building 69 (energy center) at the Minneapolis VAMC campus. Boiler control design engineers are utilized for specific equipment maximizing efficiency in the design phase of the design-build process. Item 6 Consists of design and construction to replace AHUs within the Laundry facility Building 70. The project includes replacement of AHU-51, AHU-52, AHU-53, AHU-57, and other associated equipment. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36.3 Design-Build Selection Procedures and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 238290 with a size standard of $15 million. The solicitation will be issued on or about June 17, 2019. The period of performance is approximately 365 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $5,000,000 and $10,000,000. All questions must be submitted in writing to the issuing office via email to megan.dohm@va.gov.
