- The Department of Veterans Affairs intends to negotiate a sole source contract to purchase one (1) CV-SDI-10 HD Video Cable for CV-190 10', (1) CV-90 : CV-190 EVIS EXTERA III VIDEO PROCESSOR, (1) CLV-190 : CLV-190 EVIS EXERA III LIGHT SCOURCE, (1) K10021769 WM-NP2 GI CO2 Standard, (1) MAJ-1916: MAJ-1916 CV-190 INTERFACE CONVERT DEVICE, (1) MAJ-1918 : MAJ-1918 REMOTE CABLE PERIPH DEVICE 1.8M, (1) OFP-2 Flushing Pump, (1) OEV-262H: OEV-262H HIGH DEFINITION LED L CD MONITOR, (1) CV-SDI-50 : CV-SDI-50 HD VIDEO CABLE FOR CV-190 50'. Chalmers P. Wylie VA needs to acquire an Olympus GI Endoscopic Video Tower to connect to the Olympus scopes during procedures to allow the providers to view the case during the procedures and to take images of patients during the procedure. This tower is also, needed for emergency purposes when a tower in use and goes down during a procedure. The Olympus tower is a unique source because we currently lease Olympus scopes for this procedure for the next three years and Olympus scopes are compatible with the Olympus tower requested. The North American Industry Classification System Code (NAICS) is 339113, Surgical Appliance and Supplies Manufacturing. The Government believes that Olympus American Inc and their Small Business (SB) Distributors are the only providers that can satisfy the agency requirements. Therefore, the Government intends to proceed with a sole source award for the required GI ENDO VIDEO TOWER. This procurement is being conducted in accordance with FAR 6.302 only one responsible source and no other vendor will satisfy agency requirements. To the best of our knowledge, Olympus America Inc and its SB Distributors are the only sources that provides the above indicated services/supplies. This notice is to request competitive quotes only from the SDVOSB Distributors. No solicitation document is available; however, any firm that believes it can meet these requirements may give written notification to the Contracting Officer within seven (7) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information can be sent to the Contracting Officer, VA Ambulatory Care Center, 420 N. James Road, Columbus, Ohio 43219-1834 or faxed to 614.388.7500 or emailed to percy.johnson2@va.gov. Responses received will be evaluated however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses, other than those of the SDVOSB Distributors are received, the VA Ambulatory Care Center Columbus will proceed with the sole source negotiation with the SDVOB Distributor Vendor that offers the lowest priced technically acceptable (LPTA) Quote. SALIENT CHARACTERISTICS The Chalmers P. Wylie VA ACC is in need Olympus GI Video Endoscopic Tower. The GI endoscopic scopes connect to this tower processor during the endoscopic procedures. The endoscopic tower must be compatible with the Olympus scopes the VA is currently contracted to lease for the next three years The Tower must be compatible with the following scopes: Evis Exera III High Def Gastroscopic W/BS En Colonscope HD Colonscope Dual Focus RIT Scope guide Video Duodenoscope NBI The GI video Endoscopic Tower will be specific to supporting the GI department by providing the providers, staff and patients with reliable equipment when other equipment fails. There has been an increase in GI procedures and when equipment fails this back up tower will help provide our patients with optimal care. Wylie VA Ambulatory Care Center, Columbus Ohio using transaction # 757-19-3-096-0305 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Olympus GI Endoscopic Video Tower Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Olympus tower is a unique source because we currently lease Olympus scopes for this procedure for the next three years and Olympus scopes are compatible with the Olympus tower requested. The Olympus GI Endoscopic Video Tower has to connect to the Olympus scopes during procedures to allow the providers to view the case during the procedures and to take images of the patient s during the procedure. Description of market research conducted and results or statement why it was not conducted: Searched GSA, VetBiz and VA NAC. Located 1 large business vendor (Olympus America Inc), able to provide all of the items requested. I contacted Olympus and was informed that they have Veteran Owned Business distributors that are able to supply this requirement.
