Description
Pre-Solicitation Special Notice The U.S. Geological Survey (USGS) has a requirement for 2 gravity meter instruments and associated accessories used to monitor volcanic activity. These gravity meters must be lightweight, rugged, contain dual batteries and be stable and accurate. See Technical Specifications below. The Scintrex CG-6 gravimeter meets the specifications. The USGS plans to contract by means other than full and open competition and solicit the Scintrex Brand Name Only. The Request for Quotation (RFQ), number 140G0319Q0106, will be made available through the Government-wide Point of Entry (GPE), in accordance with Federal Acquisition Regulations (FAR) 5.102(a)(1), on or about May 31, 2019. The Government anticipates award of a Firm-Fixed Price type contract. The Government intends to award this requirement in accordance with FAR Part 13.5, entitled ¿Simplified Procedures for Certain Commercial Items ¿ and FAR Part 12, entitled, ¿Acquisition of Commercial Items. ¿ Please contact the Contracting Officer, in writing, by email at cciccarelli@usgs.gov, with any questions. This notice and any resulting solicitation or contract conforms to the requirements in place through FAC 2019-02, effective May 6, 2019. This requirement is unrestricted. The North American Industry Classification System (NAICS) code ¿ 334515 Instrument manufacturing for Measuring and Testing Electricity and Electrical Signals and associated size standard 750 employees apply to this announcement. Responses to this announcement shall only be accepted through electronic mail addressed to Cheryl Ciccarelli, Contracting Officer, cciccarelli@usgs.gov and must be uploaded and received in their entirety no later than May 29, 2019. Responses submitted by hardcopy or the FedConnect web portal or the FedConnect Message Center shall not be accepted or considered. Technical specifications for Volcano Science Center gravimeter: - Total weight (unit plus batteries) less than 15 lbs. - Dual batteries (so power is not interrupted when batteries are replaced) - 0.1 microgal reading resolution - Automatic correction for solid earth tides, instrument tilt, seismic noise, and drift - Residual drift of less than 30 microgals/day - Repeatability of no more than 5 microgals - Dimensions less than 10 inches on all sides - Sensor with electrostatic nulling - More than 2 GB of internal memory - Data output rate of at least 5 Hz (for use in continuous measurements) - All-weather operation and resistance to water and dust - Remote operation via Bluetooth- or Wifi-connected device NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (23-MAY-2019); HOWEVER, IT DID APPEAR IN THE FEDBIZOPPS FTP FEED ON THIS DATE.
